本次国际竞赛设计范围包括安托山自然艺术公园部分用地（用地A），安托山地区07-04地块（用地B）及跨侨城东路北延段（规划）的慢行连廊。总用地面积约10公顷。ThedesignscopeofthisinternationalcompetitionincludesthesiteinsideANAH(SiteA),Plot07-04inAntuoHillArea(SiteB)andtheslow-trafficconnectionacrosstheNorthExtensionofQiaochengEastRoad(planned).Thetotalsiteareaisabout10hectares.

本项目采用“公开征集”的方式，分为资格预审阶段、城市设计及建筑简案阶段、建筑概念设计阶段。Thecompetitionadoptsthemethodof"opensolicitation",dividedintoPre-qualificationPhase,UrbanDesignPhaseandArchitecturalConceptDesignPhase.
资格预审阶段：业主和甲方依法组建资格预审委员会，对报名机构的公司履历、行业声誉、主创及团队的业绩和经验、概念提案等资格预审文件进行综合评审，评选出5个无排序的入围参赛团队进入第二阶段（城市设计与建筑简案）。同时，评选出2个备选参赛团队（须排序）。Pre-qualificationPhase:TheOwnerandthePartyAwillsetupPre-qualificationReviewCommitteelegallytoperformacomprehensivereviewonaspectsofcompanyexperience,reputation,chiefdesignerandtheteam'sexperienceandachievements,conceptproposal,etc.FivequalifieddesignteamswithoutrankingwillbeshortlistedtoenterthesecondPhase(UrbanDesignPhase).Twoalternatives(withranking)shouldbedeterminedatthesametime.
城市设计及建筑简案阶段：5个入围参赛团队递交城市设计及建筑简案阶段方案，评审委员会对参赛方案进行评审，评选出3个无排序的城市设计及建筑简案阶段入围团队。UrbanDesignPhase:Thefiveshortlisteddesignteamssubmiturbandesignschemes.ASchemeReviewCommitteewillbeestablishedtoevaluatethedesignschemesandselectthreefinalists(withoutranking)toenterArchitecturalConceptDesignPhase.
1.本次竞赛采用公开报名的方式，在全球范围内公开征集参赛机构参与竞赛，参赛机构根据《工作规则》及《设计任务书》要求，提交相应的资格预审报名材料。Thecompetitionisopentothepublic,anddesigninstitutionsworldwidearewelcometoparticipate.ApplicantsshallsubmitapplicationmaterialsaccordingtotheWorkRulesandtheDesignBrief.
2.申请人须是国内外注册的独立法人企业或机构。法定代表人为同一个人的两个及两个以上法人、母公司、全资子公司及其控股公司，不得同时报名参赛。Applicantsmustbedomesticoroverseaslegallyregisteredcompaniesororganizations.Twoormoreentitieswhoselegalrepresentativesarethesamepersonmaynotregisterforthecompetitionatthesametime.Parentcompanies,wholly-ownedsubsidiariesandtheirholdingcompaniesmaynotregisterforthecompetitionatthesametime.
3.不设资质要求。Therearenoqualificationrequirements.
4.接受联合体参赛，联合体成员数量不限。联合体成员不得再单独或以其他名义与其他企业或机构组成其他联合体参与报名，联合体合作方需签署具有法律效力的《联合体协议》，并明确牵头单位、各方工作分工等。Consortiumisacceptedandthereisnolimitonnumberofconsortiummembers.Eachmemberoftheconsortiumshallnotfurtherapplyaloneorparticipatebyjoininganotherconsortium.TheconsortiummembersshallsigntheConsortiumAgreementlegallyandspecifytheleadingmemberandworkdistribution.
5.不接受个人或个人组合的报名。Individualorteamsofindividualswillnotbeaccepted.
6.参与本次国际竞赛的设计人员应为其所属参赛机构的在册人员，主创设计师必须真正负责本次项目，参与本次国际竞赛全过程，包括但不限于项目答疑会、踏勘、中期汇报、成果汇报及评审答疑等重要节点（境外设计师以视频会议形式出席）。如在本次国际竞赛过程中，发现主创设计师与报名材料所提交人员不符，业主和甲方有权取消其参赛资格。Thedesignersinvolvedinthiscompetitionshouldbethestaffonthepayrollofthecorrespondingdesignfirm.Thechiefdesigner(s)mustdirectlyparticipateinthewholeprocessofthiscompetitioninperson,includingbutnotlimitedtoprojectQ&Asession,sitevisit,interimreport,finalpresentationandquestionanswering(includingonlinevideoconference).Inthecourseofthisinternationalcompetition,theOwnerandthePartyAreservetherighttodisqualifythedesignteamifchiefdesigner(s)isfoundtobeinconsistentwiththepersonsubmittedintheapplicationmaterials.
若各阶段入围的参赛团队，不按竞赛规则提交各阶段的合格工作成果或因非不可抗力因素中途退赛，则甲方不予支付所有竞赛奖金。Iftheshortlisteddesignteamsdonotsubmitdeliverablesforeachphaseinaccordancewiththecompetitionrulesorwithdrawfromthecompetitionnotduetoforcemajeure,thePartyAwillnotpayanybonusandfees.
第一名方案将作为本项目实施方案，甲方依竞赛规则支付奖金（人民币300万元）后，第一名方案知识产权（可转让部分）归属于业主和甲方。原则上由第一名获胜参赛团队完成竞赛成果整合工作。如第一名团队放弃成果整合工作，则相应部分的工作费用将不予支付。业主和甲方将另行委托其他设计单位负责后续工作。TheFirstPrizewinningdesignschemewillbetheimplementationschemeoftheproject.AfterthePartyApaysthebonus(RMB3,000,000)tothewinnerinaccordancewiththecompetitionrules,theintellectualpropertyrights(transferablepart)ofthewinningdesignschemeshallbelongtotheOwnerandthePartyA.Ifthewinnerabandonsthefollow-upintegrationwork,thecorrespondingworkfeewillnotbepaid.TheOwnerandthePartyAwillthenappointanotherdesigninstitutiontotakechargeofthesubsequentwork.
