兵库县在1995年1月17日经历阪神淡路大地震之后，于2002年4月设立了“兵库县立美术馆”作为灾区“文化复兴”的象征。美术馆坐落于灾后建立起的“HAT神户”城区（又称神户东部新城——先导21世纪城市文明的新型城市）。
让我们通过艺术重获“心灵财富”，这就是“兵库县立美术馆”作为灾后“文化复兴”象征的使命。
美术馆的建筑是由在日本具有代表性的建筑大师安藤忠雄先生设计，馆内外都有许多雕塑和装置艺术。
