BEIJING,Sept.18--Chinawillrolloutnewmeasuresincludingcuttingcustomsclearancetime,streamliningportservicesandimprovingtheexporttaxrebatepolicytoincreaseopeningupandfacilitatethesteadygrowthofforeigntrade,theStateCouncil'sexecutivemeetingchairedbyPremierLiKeqiangdecidedonTuesday.
PremierLiKeqiangalsostressedtheimperativeforfurtheropeningupwhenmeetingthepressearlierthisyearaftertheNationalPeople'sCongress.
"Thegrowthofforeigntradedirectlybearsonboostingeconomicgrowthandupgradingdomesticconsumption.Itisimportanttofurtherimprovecurrentpoliciesregardingexporttaxrebateandfinancialservices,"Lisaid.
Themeetinghasmadethefollowingdecisions:
First,toadvancetradefacilitation,thisyearwillseefurtherstepstoshortentheoveralltimeforbothimportandexportcustomsclearanceandreducethenumberofdocumentsrequiredforcustomsclearancebyanotherone-third.
Thecostofcustomsclearancewillalsobefurthercut.Inprinciple,companieswillbeabletogetthecustomsclearancedocumentsprocessedonlineandgothroughverificationatports.
Furtherprogresswillbemadetorealizeone-timejointinspectionbycustoms,bordercontrolandmaritimesafetyauthorities.Thelistofgovernmentadministrativechargesatportswillbereleasedbeforetheendoftheyear.Nochargesbeyondthelistshouldbecollected.
Second,costsofimportandexportcompanieswillbecut,andtheexportrebatepolicieswillbefurtherimproved.Thefrequencyofinspectionsforexportswillbelowered,andthecoverageofexportcreditinsurancewillbeexpanded.
Financialinstitutionswillbeencouragedtoincreasetheuseofthecreditloanunderexportcreditinsuranceandtheexporttaxrebateaccountpledgedloantoscaleupfinancingsupporttoimportandexportcompanies,especiallythemicro,smallandmedium-sizedones.
Byputtingforwardeffortsinstreamliningadministration,delegatingpowersandimprovingservices,theGeneralAdministrationofCustomshasplayedapositiveroleinpromotingstablegrowthofimportsandexports.
"Today'snewmeasuresshouldbeintroducedinatimelywayandimplementedwithconcretemeasures,sothattangiblebenefitswillbedeliveredtobusinessesengaginginforeigntrade."Lisaid.
