经专家讨论，服务能力主要有两个指标：参考指标为有效合伙人；核心指标为有效的知识产权合伙人。按照知识产权有效合伙人的数量进行初步排名，再经强国专家及甲方导师团的反馈，作为知识产权律所服务能力排名的依据。此次研究共研究了知识产权合伙人2515人，被认为合格的合伙人1992人；具有律师、代理师两个执照的955人。我们认为这些人是中国知识产权服务的关键因素。
