Ifanyofthefollowingcircumstancesoccurs,CSNisfreefromprovidinganypriornoticeofchangeofthetypeofplaneorflightcourse,andmaycancel,suspend,delayorpostponetheflightinaccordancewiththerelevantregulations:
Ifthecarrier,duetoanyoftheabovereasons,cancelsordelaysaflight,andcorrespondinglyfailstoprovidepassengerswiththebookedseats(includingcabinclass),orfailstostopatthestopoverordestinationforpassengers,orcausespassengerstomisstheirconnectingflight,CSNwouldadoptthefollowingmeasureswhenconsideringthereasonableneedsofaffectedpassengers:
CSNshalladoptallnecessarymeasurestoavoiddelaysforpassengersandtheirluggagetransportation.CSNshallnotassumeanyresponsibilityifithasadoptedallnecessarymeasuresoritisunabletoadoptthosemeasures.
“Unwilledrefund”referstothefactthatpassengersrequiretherefundfortheirticketsifthecarriercancels,delays,,changestheflight,fliesaheadofscheduleorfailstoprovidethebookedseats.
WhentheflightisdelayedorcancelledduetothereasonsrelatedtoCSN,suchasplanemaintenance,flightallocationandaircrewcondition,foodandaccommodationforpassengersshallbeprovidedfreeofchargebyCSN,asappropriate.
IfthedelayorcancellationoccursatdepartureduetoreasonsnotrelatedtoCSN,includingbutnotlimitedtoweatherconditions,unexpectedevents,airtrafficcontrol,airportfaultandpassengers'problem,etc,foodandaccommodationshallbearrangedbyCSNatthepassengers'expense.
Ifdelayorcancellationoccursatthestopover,thecarriershallberesponsibleforofferingfoodandaccommodationforpassengersregardlessofthereason.
IfCSNisunabletoprovidethecabinoftheoriginalclassduetothechangeofflightorplane,CSNwilldoourbesttomakearrangementsinthemanneryoudesire.Ifpassengersdonotacceptthearrangement,unwilledrefundshallbepermitted.
Firstofall,lowcloudaboveairportrunwayandthunderstormareaareordinaryfactorsleadingtothedelayofflights;secondarily,thenavigationchannelofplanesisstrictlyrestricted.Thegoodweatheratthedestinationairportdoesnotmeanthatthenavigationchannelissuitableforflying.Therefore,theflightmightbedelayedpurposesofpassengersafety.

Whetheranotherflightcanbearrangedafterthecancellationisdeterminedbythefollowingfactors:theapprovalofairtrafficcontrol,transferofpassengerstothenextday,dutytimerestrictionsofaircrewandplanecondition.Inaddition,flightsafetyandairworthinessarealsotakenintoconsideration.
Firstofall,althoughtheweatherdepartmentofcivilaviationreleasesaccurateweatherchangingtrendsatanymoment,theweatherischangingconstantly.Whentheweatherconditionsdonotconformtothestandardsfortakeoffandlanding,theplanewillbeunabletolandbuthoveruntiltheweatherbecomesbetter.Fortheconsiderationofsafetyorfuelcapacity,theplanehastolandonanalternateairport.Secondarily,whentheweatherisonthevergeofbeingstandards,thecaptainshalldecidewhethertolandornot,whiledifferentcaptainsmayhavedifferentjudgments.
Aftercabindoorsareclosed,andeverythingisready,thecaptainneedstomakedepartureapplicationtotheairtrafficcontroldepartment.Theairtrafficcontroldepartmentdetermineswhethertheplanecantakeoffaccordingtothetrafficflow.Otherplanesarenotsubjecttothecontrolofthetrafficflowduetodifferentdestinationsanddirections.
Therearemanyplanestakingoffandlandinginairports,especiallyinbusyones.Toensurethesafetyofoperations,airtrafficcontroldepartment,inthelightofflightflowintheairandontheground,commandsandcontrolsplanesinairports,requiringthemtoglideandtakeoffatthesafeinterval.Insomebusyairportsoratpeakhoursofgeneralairport,airtrafficisoverloaded,asisgroundtraffic.Inthatcase,itisnormalthatplaneshavetoglideontherunwayandevenwaitformuchlongertime.
Thetakeoffofallflightsatthesameairportisbasedonaseriesofordersoftheairtrafficcontroldepartment.Airtrafficcontroldepartmentdeterminestheprioritysequenceoftakeoffofplanesinthelightofcaptains’departureapplicationtimes.Andthecaptaincannotmakethedepartureapplicationunlesscabindoorsareclosedandeverythingisreadyfortakeoff.Therefore,theearliertheapplicationismade,theshorterthepassengersneedtowait.

Firstly,whenaflighthasbeendelayedforalongtime,thecarriermayshortenthedelaytimeviatheadjustmentoftheflightoperationplan,includingthetransferofbackupplanes.Butthebackupplanesarenotavailableateveryairport;secondly,temporaryplanetransferplanissubjecttotheapprovalofairtrafficcontroldepartment.Therefore,eventhoughtherearebackupplanes,theymaynotbeusedforflights.
Atpresent,flightdelayisthemajorreasonforpassengers’distrustofcarriersandthisisactuallytheshortcomingcausedbythecontinuousprovisionofdelayinformation.Eachairlinecorporationhasadispatchingcentercarefullyarrangingtheflightsofallplanes.Oncethereisaproblemwiththeoperation,suchasplanefailureorairportclosing,thewholeflightwillbeaffected.Thedispatchingcenterwillmakeadjustmentsintimeinthelightoftheactualsituationsoastorestorethenormalflightoperationasearlyaspossible,notifythesubsequentflightstomakethecorrespondingpreparations,andestimatearoughdelaytime.Butthesituationkeepsonchanging,andtheremightbenewsituationsintheprocessofdispatching.Anewdelaycanleadtothechangeofplans,thusmakingaflightputoffagainandagain.
Therearemanyreasonsforthecarriertocancelormergeflightsduetodelays,suchastheAirlineCorporationitself,airtrafficcontrol,airportandnationalimportantactivities,etc.Ifthedelayisforthereasonofthecarrieritself,ontheonehand,thecarrierwillmakecompensationforthelossofpassengers’rightsandinterests.Ontheotherhand,thecancellationandmergingofflightsistomaintaintherightsandinterestsofpassengers,reducingtheimpactonsubsequentflightsandrestoringflightoperationasearlyaspossible.
Normallyspeaking,thecarrierwillconsiderarranginganotherplaneandaircrewsifavailablesoastoavoidseverelong-timedelaysofflights.
DelayfordispatchingreasonreferstothetimedelaycausedbytheCSN’sadjustmenttotheflightinthelightofneedsforprocessingtheflightoperation;delayforplanreasonreferstothedelayofsubsequentflightsduetodeficientplantimeofflightssegmentsordeficientturnaroundtimeofflightinplanformulation.
Onthesameflight,thecarrier,airport,andaircontroldepartmentmightobtaindifferentinformationfromdifferentresources.Butasacarrier,ourcorporationwillinformpassengersofdelayinformationthefirsttime.
Afteraflightiscancelled,thecarrierwillprovidepassengerswiththeclosestsubsequentflightortheclosestflightofthemostsuitableforthetravelofpassengers.Oncetheflightischanged,thecontracttobuyanewticketshallbedeemedtohavebeenestablished.Ifpassengersdonotacceptthearrangement,theycanrefundtheticketsinfullamountaccordingtoprovisionsofunwilledrefund.Ifitisinconvenientforpassengerstorefundtheticketsatthetime,theycangototicketofficesdirectlyaffiliatedtoCSNandshowthecorrespondingcertificatestorefundtheirticketswithinthevalidperiodofthetickets.
Unlessthelawprovidesotherwise,CSNwillofferthefollowingservicesforyourselectionifthecancellationofaflightleadstothelatetakeoffofyourflight,thefailureoflandingonthedestinationorstopover,orthemissingofbookedconnectingflight:
ArrangetheearliestflightofCSNwithavailableseatsfreeofchargeorprolongthevalidperiodofticketsifnecessary;
Duringthereasonableperiodoftime,arrangeflightsofourairlineorothercarriersfreeofchargeviathechangeofroute,orsendpassengerstothedestinationstatedontheticketsviameansofcarriageacceptabletobothparties,withoutadditionalcharges;
Refundticketsaccordingtoprovisionsofunwilledrefund.
Helpforabnormalflights:
WhentheflightisdelayedorcancelledduetothefaultofCSN,suchasplanemaintenance,flightallocation,business,andaircrew,dynamicinformationandfoodandaccommodationforthepassengerswillbeprovidedfreeofchargebyCSNasappropriate.
IfthedelayorcancellationoccursatdepartureduetoreasonsnotrelatedtoCSN,suchasweatherconditions,unexpectedevent,airtrafficcontrol,securityinspectionorpassengers'faultetc,CSNwillofferthedynamicflightinformationandassistinthearrangementoffoodandhotelaccommodationforpassengersattheirowncost.
Ifadelayorcancellationoccursatthestopover,CSNshallberesponsibleforofferingfoodandaccommodationforpassengersfreeofchargenomatterwhatthereasonis.
