一、量子院简介BAQISIntroduction
量子院是由北京市政府牵头，联合北京多家顶级学术单位共同成立的新型研发机构。量子院的宗旨是瞄准世界量子物理与量子信息科技前沿和国家在量子信息技术等领域的战略需求，创新体制机制，整合北京现有量子物态科学、量子计算、量子通信、量子材料与器件、量子精密测量等领域优势资源，建设量子信息科技综合性实验和研发平台，汇聚全球杰出科技人才及其创新团队，开展重大科技任务攻关，在量子信息科学领域产出一批重大原始创新成果，努力打造成为协同攻坚、引领发展的国家战略科技力量。量子院将结合北京“国际科技创新中心”的战略定位，积极承接国家重大任务，实现前瞻性基础研究、引领性原创成果重大突破。引进、培养和集聚一批量子信息科学领域高水平人才，在量子物态科学、量子通信、量子计算、量子材料与器件、量子精密测量等方面开展科技攻关，打造世界一流研发机构。
BAQISisaninnovativeresearchinstitution,sponsoredbyBeijingmunicipalgovernment,andfoundedwithpartnershipofleadingresearchinstitutionssuchasChineseAcademyofSciences,PekingUniversity,TsinghuaUniversity,etc.BAQISfocusesonthefundamentalandfrontierissuesofquantumphysicsandquantuminformationscienceandtechnology.Ithasintegratedgreatresourcesfromitspartneringinstitutionsintermsoftalentsandfacilities.IthasdevelopedadvancedsynergeticR&Dandmeasurementplatformstobesharedacrosstheworld,withanattempttoattracttop-notchglobaltalentstoforgeaworldleadingresearchforcefortheresearchofquantuminformationscienceandtechnology.TheresearchareasofBAQISincludeQuantumStateofMatter,QuantumComputationandQuantumCommunication,QuantumMaterialsandDevices,andQuantumPrecisionMeasurement,etc.
二、国家自然科学基金优秀青年科学基金项目（海外）ScienceFundProgramforDistinguishedYoungScholars(Overseas)
（一）项目介绍ProgramPositioning
自2021年起，国家自然科学基金委员会设立国家自然科学基金优秀青年科学基金项目（海外）。旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者（含非华裔外籍人才）回国（来华）工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。
TheScienceFundProgramforDistinguishedYoungScholars(Overseas)aimstoattractandencourageoutstandingyoungscholarsfromoverseas(includingnon-Chineseforeigntalents)whohavemadeachievementsinnaturalscience,engineeringandtechnologytoreturntoChinaandcarryoutinnovativeresearchintheirownchoiceofresearchdirection,promotetherapidgrowthofyoungscientificandtechnologicaltalents,cultivateanumberofoutstandingacademicbackboneswhoareexpectedtoreachthefrontierofscienceandtechnologyintheworld,andcontributetobuildingnationalstrengthinscienceandtechnology.
（二）申请条件ApplicantRequirements
以下条件参考《2024年国家自然科学基金优秀青年科学基金项目（海外）项目指南》，最终请以2025年指南为准。
Thefollowingrequirementsreferstotheguideof2024ScienceFundProgramforDistinguishedYoungScholars(Overseas).Afterthe2025guideisreleased,thenewversionshallprevail.
1.遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；
2.出生日期在1985年1月1日（含）以后；
3.具有博士学位；
4.研究方向为量子信息科学（量子计算、量子通信、量子精密测量）等；
5.在取得博士学位后至2025年4月15日前，一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求；
6.取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；
7.申请人尚未全职回国（来华）工作，或者2024年1月1日以后回国（来华）工作。获资助通知后须辞去海外工作或在海外无工作，全职回国（来华）工作不少于3年。
Applicantsshouldmeetthefollowingrequirements:
(1)AbidebythelawsandregulationsofthePeople’sRepublicofChina,havegoodscientificethics,andconsciouslypracticethespiritofscientistsinthenewera;
(2)HaveadateofbirthafterJanuary1,1985;
(3)Haveadoctoratedegree;
(4)Theresearchdirectionismainlyinquantuminformationscience(quantumcomputation;quantumcommunication;quantumprecisionmeasurement),etc.;
(5)BeforeApril15,2025,theapplicantshouldhaveobtainedaformalteachingorresearchpositioninanoverseasuniversity,scientificresearchinstitution,orcorporateresearchanddevelopmentinstitution,andhavemorethan36monthsofcontinuousworkexperience;forthosewhohaveobtainedadoctoratedegreeoverseasandhaveparticularlyoutstandingperformance,thelimitationofworkexperiencemaybeappropriatelyrelaxed;
(6)Theapplicantshallhaveobtainedtheachievementofscientificresearchortechnologyandotherachievementsrecognizedbypeerexperts,andhavethedevelopmentpotentialofbecominganacademicleaderoroutstandingtalentinrelatedfield;
(7)TheapplicanthasnotyetreturnedtoworkinChinaonafull-timebasis,orreturned(came)toworkinChinaafterJanuary1,2024.Theapplicantmustresignfromtheoverseasworkorhavenoworkoverseasafterbeingnotifiedofthegrantoffundingandreturn(come)toworkinChinafull-timeforatleast3years.
限项要求：执行中央有关部门关于国家科技人才计划统筹衔接的要求。同层次国家科技人才计划支持期内只能承担一项，不能逆层次申请。

（一）薪酬福利待遇CompensationandBenefits
1.量子院提供有竞争力的薪酬，税前年薪70万元起，特别优秀者一事一议；
2.量子院缴纳社保、公积金15万元/年起；
3.科研奖励绩效；
4.企业年金；
5.实行薪酬动态增长机制、提供岗位晋级机会；
6.本人及配偶、未成年子女补充商业保险。

（二）科研资源配置Researchresources
1.国家资助：100-300万元，资助期限3年；
2.量子院配套提供持续稳定的科研经费（理论类，科研经费300万元起。实验类，科研经费1000万元起）；
3.提供良好的办公用房、科研平台、实验室空间与科研支撑服务，以及博士后招收指标。

(2)BAQISprovidesmatchingsustainableandstableresearchfunds.Fortheoreticalphysicists,researchfundsstartfrom3millionRMB.Forexperimentalphysicists,researchfundsstartfrom10millionRMB;
(3)BAQISprovidesofficesandlaboratoriesingood-conditions.BAQISprovidespostdocrecruitmentquota.
（三）在京生活保障OtherBenefits
1.提供生活补助（含国家配套）；
2.支持申请北京市人才公寓（精装）；
3.协助办理海外英才本人北京户口；
4.协调解决子女入学；
5.海外入职补贴（机票报销）。
