1.Introduction

ChongqingInstituteofForeignStudies,hereinafterreferredtoasCIFS,hasanambitiousmission,acleardevelopmentstrategy,adistinctivegoalandascientificandreasonablemethodofpersonneltraining.Westrivetofulfilthemissionsoftrainingtalents,developingscience,inheritingculture,servingsocietyandpromotinginternationalexchanges.

WewouldliketowelcomeyoutoyourBachelor-levelstudiesinCIFS,whetheryouareanewstudentorareturningstudent.Thereare2,1000aroundfull-timeface-to-facestudentsinCIFS,acrossYubeiandQiangcampuses.ThisStudentHandbookisforalltaughtstudentsinCIFS.Wehavemadeitclearwhereinformationappliestoallstudents.TheHandbookprovidesanoverviewofbasicinformation.Wehopethatitsupportsyoubyprovidingthisinformationinanaccessibleway.WehaveincludedhyperlinkstoStudentServicesandotherguidanceandservicesthatyoumightneedduringyourstudies.

2.AcademicRegulations

5.SafeguardingPolicy

Thisguidanceaimstoensurethatadultsandchildrenatrisk(includingstudentsundertheageof18),andallthosewhoworkwiththem,aresafeandappropriatelysupportedwithinourinstitutionandtheactivitiesweorganise.

Weaimtoachievethisbyminimisingriskofharmfromdiscrimination,bullying,accidents,injuryandabuseinallitsforms.

Theaimistoprotectalladultsandchildrenatriskfromharmregardlessofgender,race,colour,nationality,ethnicornationalorigin,age,socio-economicbackground,disability,religiousorpoliticalbeliefs,tradeunionmembership,familycircumstances,sexualorientationorotherirrelevantdistinction.

TheguidanceappliestoallInstituteemployees,students,apprentices,freelancepractitioners,studentambassadors,alumni,volunteersandanyoneelserepresentingtheCIFS.

6.StudentSupportandDevelopment

Itisimportantthatallpartiesrecognizethatstudentdevelopmentisaboutmorethanhelpingthosestudentswithparticularacademicorpersonaldifficulties.

Whilstsuchstudentsclearlyneedourassistance,thebestsupportanddevelopmentprovisionwillengagewitheverystudenttohelpthemtomaximisetheirpotentialwhilststudyingatCIFS.

6.1DisabledStudents

Thiscontainsguidanceforallschoolsinordertomeettheneedsofdisabledstudents,assetoutwithintheLawsofPeople’sRepublicofChinaonProtectionoftheDisabledandguidanceontheaccessibilityoflearningmaterialsthatareusedonfacetofacedelivery.

6.2Health

HealthissomethingthattheCIFStakesseriously.Webelievethatgoodhealthandwellbeingiscentraltoyouracademicstudyandpersonaldevelopment.WehaveInstituteclinicintheInstitute.

6.3TransportBetweenCIFSCampuses

Ifyouareonafacetofacecourse,orifyouarevisitingChongqing,theInstituteprovidesfreehopperbusservicesbetweenitscampuses.InQijiangcampuswehavetheinstitutebusalongsidetheteachingbuildings/libraries/dininghallanddormitories.

Itisexpectedthatduringperiodswhentheyshouldbeengagingwiththeirprogramme,theprimefocusofstudentsshouldbeontheirstudies.WhilsttheInstituterealisesthatstudentsmayfinditnecessarytoworkinordertosupportthemselves,theyshouldnotarrangeanyemploymentorotheractivitythatwillcausethemtobeunabletoattendandengagewithrequiredactivitiesorundertakerequiredprivatestudy.

Anystudentswhoareconsideringpart-timeemploymentareadvisedtodiscusstheirpositionwiththeirtutorbeforecommittingtothatcourseofaction.

Apprenticeswhoareparttimestudentsonaprogrammedesignedtointegratewith,andbesupportedbytheircontractualemploymentareexpectedtomaintainsupportiveemploymentforthedurationoftheirstudies.

Notwithstandingthis,theInstituterecognisesthevalueofpracticalexperienceaspartoftheoverallInstituteexperienceandunderstandsthatstudentsmaywishtotakeupopportunitiesthatwillenhancetheirfutureemployability.Whenconsideringanyemploymentopportunitiesstudentsshouldbearinmindthepossibleimpactontheirstudiesandonlyacceptemploymentthatismanageablealongsidetheirstudentworkload.

8.MitigatingCircumstanceGuidance

Allstudentsaretreatedwithoutbiasandacknowledgesthatthereareinevitablecircumstancesoccurringtostudents,whichmayadverselyaffectstudent’sattendance,abilitytositassessments,andengagementwithuniversitylife.Thedefinitionofmitigatingcircumstancesisregardedashighlydisruptiveorunexpectedeventsbeyondthestudent’scontrol.

9.FitnesstoStudy

TheInstituteiscommittedtosupportingstudentwellbeing,takesapositiveattitudetostudents’physicalandmentalhealth,andrecognisesthatthewellbeingofstudentsiscriticaltotheirlearning,academicachievementandtheirwiderstudentexperience.

TheFitnesstoStudyPolicyisdesignedtorecogniseandsupportstudentswhoarenotabletoparticipatefullyandsuccessfullyintheiracademicstudiesandlifegenerallyattheInstitutebyprovidingaconsistentandcoordinatedapproachtothemanagementoftheirindividualsituation.

10.Concerns,complaintsandappeals

CIFShaspoliciesinrelationtocomplaints,includingthosefromapplicantsandcurrentstudents.Thesesareprimarilydirectedatstaffandstudents(currentandprospective)acrossallcampusesbutmayalsobeofinteresttothegeneralpublic.

Thereare3LevelstotheInstitutecomplaintsprocedure:

Level1:LocalLevel

Youareexpectedtotrytoresolveacomplaintdirectly,informallyandquicklywiththeperson/departmentconcerned:

Youshouldraisethecomplaintwithin1monthoftheunsatisfactorycircumstancesoccurring,atthelatest.Thesoonerthematterisraised,thebetter.

Youareexpectedtoexplainclearlywhattheproblemisandwhatoutcomeyouareseeking.

Level2:HeadofSchool/Service(orequivalentatCIFS)review

YoushouldcompletetheLevel2ComplaintFormwithin1monthofnotificationoftheoutcomeofLevel1.

YoumustprovideaclearexplanationofhowyouattemptedtoresolveyourcomplaintinformallyatLevel1.Asaminimum,yourexplanationshouldincludeaspecificdate,anamedmemberofstafftowhomthecomplaintwasreportedandwhythecomplaintwasnotresolvedtoyoursatisfactionatLevel1.

Yourcomplaintmustbesubstantiatedbyevidence.Thismaycompriseone,oraseriesofthefollowingtypesofevidence:atimelineofevents,referencetorelevantpolicies,proceduresand/orregulations,letters,emails,independentmedicalevidence,reportsbyprofessionals,witnessstatements,screenshotsetc.Anyevidenceorappendicesrelevanttothecomplaintmustbesubmittedatthesametimeasthecomplaintformandclearlyreferencedandlabelled.

IfyouaremakingaSubjectAccessrequestaspartofyourcomplaint,youareexpectedtosubmitthisassoonaspracticablypossibleaftertheoutcomeofyourlevel1complaintandtoprovideevidenceofsubmissionaspartofyourlevel2complaint.

11.AcademicMisconduct

11.1AcademicMisconductPolicyandProcedures

Wewantallstudentstolearnacademicconventionsandsubmitworkthatmeetstheexpectationsoftheacademiccommunity.Weprovideguidanceandtrainingsothatstudentscanavoidacademicmisconduct(see11.2).

11.2AvoidingAcademicMisconduct

TheSchoolofEducationprovidesguidanceandtrainingtoallstudentstohelpthemavoidacademicmisconduct,whethertheyarestudyingfacetofaceoratadistance.Itisyourresponsibilitytoengagewithandfollowthisguidance.Moststudentswhoarefoundtohavecommittedacademicoffenseshavesimplyfailedtoengagewithandfollowguidance–orfailedtoseekhelpwhentheydidnotunderstandthisguidance.YoumustcompletetheAcademicIntegrityandPlagiarismActivities,Quizheldbytheschoolwhereyouarestudying.

13.1LearningCommunityClub(LCC)

Wewanttohearyourviewsanditisveryimportantthatthevoiceofstudentsisrepresented.TheLearningCommunityClub(LCC)existstoensurethattheviewsofstudentsaregivenproperweightintheprocessesofcourseandmodulereview,andtoensurethatfeedbackfromstudentsabouttheircoursesofstudyarerepresentedtotheacademicstaffthroughouttheacademicyear.

TheSchoolarrangesLCCmeetingseachtermforallitscourses.Someareheldasface-to-facemeetings.

14.AcademicAppeals

Youhavetherighttoappealfinaldecisionsofanacademicbody(suchasanexaminationboard)onassessment,progression,andaward.Thisincludesdecisionsrelatingtoprogression,extenuatingcircumstances,termination,classificationofyourfinalaward,orfitnesstopractice.Youcanonlymakeanappealonspecificgrounds,forexampleproceduralirregularity.

Occasionally,studentsareunhappyaboutthemarkstheyreceiveforasummativeassessment.Youdonothavetherighttoappealagainstmarksthathavenotbeenapprovedbyanexaminationboardnoragainsttheacademicjudgmentofthetutorsmarkingyourwork.Inotherwords,marksarenotreconsideredsimplybecauseyoudisagreewiththem,orbecausetheyarelowerthanyouhadhoped.

15.Libraries

AsastudentatCIFSyouarelikelytoneedtomakeuseoftheonlineLibrariesservices.TheseareaccessibleviatheLibrarieswebsite:Youcanalsoaccessmanylibraryservices.

AllstudentscanusetheILLservice.Distancelearningstudentswillbelimitedtoelectronicresources,butwillfindthatmanyresourcesareavailableelectronically.Theuniversitylibrarycoversanareaof40,000squaremeters,withatotalof1,900,000paperbooksand1,500,000e-books.

TheInstitutehasformulatedmeasuresforthemanagementofthelibraryofCIFStoensureagoodlearningenvironmentandsetuprulesandregulationsforthemanagementofbooklendingtoensuretheintegrityoflibraryresources.Thelibraryprovidesatotalof3,600seatsforstudents.

Theopeninghoursofthelibraryarefrom8:00a.m.to22:00p.m.fromMondaytoSunday.Inaddition,thelibrarydeliversaLiteratureRetrievalcourseforstudents,whichisacompulsorypublicbasiccourse.Itfocusesonhowtoretrievelearningmaterialsandscientificresearchliteraturefromdatabasesandaimstoimprovestudents’scientificresearchability.

16.SocialMediaPolicy

Werecognizethatmoststudents(andstaff)usesocialmedia,andthatthesecanbeofgreatvalueandcanbeusedtosupportyourstudies.TheInstitutehasaSocialMediaPolicy,whichaimstoofferguidanceanddirectiononstudentuseofsocialmedia.

APENDIX1

MITIGATINGCIRCUMSTANCESGUIDANCE

1.CIFStreatsallstudentswithoutbiasandacknowledgesthatthereareinevitablecircumstancesoccurringtostudents,whichmayadverselyaffectstudent’sattendance,abilitytositassessments,andengagementwithuniversitylife.Thedefinitionofmitigatingcircumstancesisregardedashighlydisruptiveorunexpectedeventsbeyondthestudent’scontrol.

2.ThemostcommonlyacceptedexamplesregardedbytheInstituteasmitigatingcircumstancenormallyare:

a.Suddendeteriorationofachronicmentaland/orphysicalhealthcondition;

b.Short-termseriousorsignificantillnessthatleadstotheneedofmedicalintervention;

c.Severeemergencyfamily/personalissue;

d.Bereavement;

e.ChinaVisaproblems/changeinimmigrationstatus.

3.Forthepurposeofthisguidance,achronicconditionencompassesawiderangeofsymptomsandillnesses.Ifastudentissufferingfromasuddendeteriorationofthechronicconditionthatispreventingthemfromengaginginandattendinguniversity,theInstituteexpectsthattheyseekmedicalinterventionorprofessionalhelpwithoutdelay.Inaddition,thestudentmustcontacttheiracademicadvisorimmediatelyiftheyarestrugglingtoattendandengageintheirstudies.

4.Studentswhohaveanon-goingdeclaredSENsaregivenreasonableadjustmentsonthebasisofacademicsuitabilityfortheprogrammeofstudy.Theseadjustmentsareagreedinadvanceandarenotcoveredbymitigatingcircumstances.Long-termdisabilityshouldnotbeconsideredasagroundofthemitigatingcircumstancessinceitisaretrospectiveprocess,whenthedisabilitiesarenormallyregisteredbyStudentAffairs.

5.Noteveryunexpectedeventwillbeseenasamitigatingcircumstance.Studentsareexpectedtomanagecircumstancesintheirlivesinconjunctionwiththeirresponsibilitiesasastudent.ThefollowinglistisnotexhaustivebutWILLNOTNORMALLYBESEENASAMITIGATINGCIRCUMSTANCE:

a.Commonillnessessuchascolds,flus,stomachbugs,plannedmedicalappointmentsevenwhensupportedbyevidenceasthesenormallywouldfallundertheabsencethreshold;

6.Thesubmissionofevidencemustbeinlinewiththesubmissiondatesoftheappeal.TheStudentPrivacyPolicyisinplacewiththeevidenceyouprovideandalltherequestsareregardedasstrictlyconfidential.

7.Iftheappealissubmittedwithoutthenecessaryevidence,itwillnotbeheard.TheCommittee,however,maydecidetoaccepttheapplicationoutofdiscretion,ifthestudentcouldprovegenuinegroundsbysupportingevidencetoexplainthereasonsforlatesubmission.

i.confirmingthenatureandextentoftheillness;

ii.confirmingthedatesclearlycorrespondwiththetimeframeoftheclaim;

iii.wheneverpossible,comesfromalocallyregisteredmedicalpractitioner;

iv.confirmingthattheclaimhasanimpactonattendanceand/orassessments;

b.Reportfromapoliceofficerorinvestigatingauthority(acrimereference

numberisneededifnecessary);

c.Letterfromsolicitor,summonstoattendcourt.

10.TheInstitute,underthefreedomofinformationact,reservestherighttoliaisewiththerelevantperson,inregardstoseekingclarificationoftheauthenticityofsubmittedevidenceatthetimeofthedecisionstage.Ifstudentsarefoundtosupplyfraudulentdocumentation,adisciplinaryactionwillbegiven.

(2)StudentswhohavesuspendedinstituteduetoillnessmustbediagnosedtothehospitalandcannormallyparticipateinvariousteachingactivitiescarriedoutbytheInstitute;

(3)Afterresuminginstitute,thestudiesmustbecompletedaccordingtotheprofessionalpersonneltrainingprogramforthenewgrade.Iftherequiredcoursesthatpasstheoriginalpre-universityexamination,theenrollmentandbasicrequirementsareequivalenttoorhigherthanthecorrespondingcourseofthenewlytransferredgrade,thescoresandcreditsofthecoursearerecognized,andtheotherunadmittedcreditscanbecreditedtothepublicelectivecourse.Forthecoursesrequiredinthetransferredgrademajortrainingprogramandarenotstudied,studentsmustobtaincreditsthroughtheassessmentcoursewithinoneyearofthetransferredmajor.

39.Studentwillbeexpelledfrominstituteunderoneofthefollowingcircumstances:

(1)Theaccumulativecreditsofunqualifiedcoursesreach70%oftheminimumtotalgraduationcreditsstipulatedinthetalenttrainingprogram;

(2)Thosewhofailtocompletetheirstudieswithintheprescribedperiodofstudy(includingsuspensionofinstituteorreserveofinstitutestatus);

(3)Thosewhosuspendthesuspensionofinstituteorretaintheexpirationoftheinstitutestatus,failtoapplyforresumingstudywithinthetimelimitprescribedbytheInstituteorfailtheapplicationafterexamination;

(5)ThosewhohavenotparticipatedinteachingactivitiesstipulatedbytheInstitutefortwoconsecutiveweekswithoutapproval;

(6)ThosewhofailtoregisterbeyondtheprescribedtimelimitoftheInstituteandfailtogothroughtheproceduresforsuspendingtheregistration;

(7)AstudentappliesforwithdrawalofinstituteandobtainstheapprovaloftheInstituteandcompletesthewithdrawaloftheInstitute.

40.Studentswhodropoutofinstitutefortheabovereasonsshallsubmitthereporttothepresidentofthepresidentoftheschoolandapproval,submitittotheviceprincipalinchargeoftheprincipalforexaminationandapproval,andsubmitthewithdrawal.

41.Theaftermathofthestudentsshallbehandledinaccordancewiththefollowingprovisions:

(1)Studentswhodropoutmustcompletetheformalitiesofleavingschoolwithintwoweeksafterthenoticeofquittingschoolisservedortheannouncementcomesintoeffect,andtheirfilesandhouseholdregistrationshallbereturnedtotheiroriginalplaceofresidence;

(2)Studentswhodropout,theschoolofthestudentshallissueacertificateofquittingaftercompletingtheformalitiesofleavinginstitute;

(3)Studentswhodropoutofthecoursewillberecognizedbytheirgradesandcredits,whichwillbetruthfullyrecordedinthegradesystemandissuedbytheschoolofthestudent.

42.Ifastudenthasanyobjectiontothehandlingofwithdrawal,studentmay,within10workingdaysfromthedateofreceivingthenoticeofwithdrawal,appealtotheStudentAdministrativeRegulationsofChongqingInstituteofForeignStudies.
