1.战略骨干通道

建设川藏铁路雅安至林芝段和伊宁至阿克苏、酒泉至额济纳、若羌至罗布泊等铁路，推进日喀则至吉隆、和田至日喀则铁路前期工作，打通沿边公路G219和G318线，提质改造川藏公路G318线。

2.高速铁路
High-speedrailways
建设成都重庆至上海沿江高铁、上海经宁波至合浦沿海高铁。京沪高铁辅助通道天津至新沂段和北京经雄安新区至商丘、西安至重庆、长沙至赣州、包头至银川等高铁。CompletetheconstructionofChengdu-Chongqing-Shanghaihigh-speedrailwayalongtheYangtzeRiver,Shanghai-Ningbo-Hepucoastalhigh-speedrailway,Tianjin-XinyisectionoftheauxiliaryrouteofBeijing-Shanghaihigh-speedrailway,andBeijing-Xiong’an-Shangqiu,Xi’an-Chongqing,Changsha-Ganzhou,andBaotou-Yinchuanhigh-speedrailways.
3.普速铁路Standardraillines
建设西部陆海新通道黄桶至百色、黔桂增建二线铁路和瑞金至梅州、中卫经平凉至庆阳、柳州至广州铁路。推进玉溪至磨憨、大理至瑞商等与周边互联互通铁路建设。提升铁路集装箱运输能力。推进中欧班列运输通道和口岸扩能改造。建设大型工矿企业、物流园区和重点港口铁路专用线，全面实现长江干线主要港口铁路进港。BuildHuangtong-BaiserailwayandGuizhou-GuangxiRailwayLine2ofthenewwesternland-seacorridor,aswellasRuijin-Meizhou,Zhongwei-Pingliang-QingyangandLiuzhou-Guangzhourailways.PromotetheconstructionofYuxi-Mohan,Dali-Ruishangandotherrailwaysthatinterconnectwiththesurroundingareas.Improverailwaycontainertransportationcapacity.PromoterenovationeffortsforcapacityexpansionoftransportationcorridorsandportsofChina-EuropeRailwayExpress.Buildrailwaysidingsforlargeindustrialandminingenterprises,logisticsparksandkeyports,andfullyrealizetheconnectionwithrailwaysinmainportsalongtheYangtzeRivertrunkline.
4.城市群和都市圈轨道交通Railtransitsincityclustersandmetropolitanareas
新增城际铁路和市域（郊）铁路运营里程3000公里。基本建成京津冀、长三角、粵港澳大湾区轨道交通网。新增城市轨道交通运营里程3000公里。

5.高速公路Expressways
实施京沪、京港澳、长深、沪昆、连霍等国家高速公路主线拥挤路段扩容改造。加快建设国家高速公路主线并行线、联络线、推进京雄等雄安新区高速公路建设。规划布局建设充换电设施。新改建高速公路里程2.5万公里。

6.港航设施Portandshippingfacilities
建设京津冀、长三角、粵港澳大湾区世界级港口群，建设洋山港区小洋山北侧、天津北疆港区C段、广州南沙港五期。深圳盐田港东区等集装箱码头。推进曹妃甸港煤炭运能扩容、舟山江海联运服务中心和北部湾国际门户港，洋浦枢纽港建设。深化三峡水运新通道前期论证。研究平陆运河等跨水系运河连通工程。

7.现代化机场Modernizedairports
建设京津冀、长三角、粤港澳大湾区、成渝世界级机场群，实施广州、深圳、昆明、西安、重庆、乌鲁木齐、哈尔滨等国际枢纽机场和杭州、合肥、济南、长沙、南宁等区域枢纽机场改扩建工程。建设厦门、大连、三亚新机场。建成鄂州专业性货运机场，建设朔州、嘉兴、瑞金、黔北、阿拉尔等支线机场。新增民用运输机场30个以上。

8.综合交通和物流枢纽Integratedtransportationandlogisticshub
推进既有客运枢纽一体化智能化升级改造和站城融合，实施枢纽机场引入轨道交通工程。推进120个左右国家物流枢纽建设。加快邮政国际寄递中心建设。

（六）现代能源体系建设工程Projectsforbuildingamodernenergysystem
1.大型清洁能源基地Large-scalecleanenergybases
建设雅鲁藏布江下游水电基地。建设金沙江上下游、雅砻江流域、黄河上游和几字湾、河西走廊、新疆、冀北、松辽等清洁能源基地，建设广东、福建、浙江、江苏、山东等海上风电基地。

2.沿海核电Coastalnuclearpowerfacilities
建成华龙一号、国和一号、高温气冷堆示范工程，积极有序推进沿海三代核电建设。推动模块式小型堆、60万千瓦级商用高温气冷堆、海上浮动式核动力平台等先进堆型示范。建设核电站中低放废物处置场，建设乏燃料后处理厂。开展山东海阳等核能综合利用示范。核电运行装机容量达到7000万千瓦。CompleteconstructionoftheHualongOne,CAP1400,andhigh-temperaturegas-cooledreactordemonstrationprojects.Promoteinanorderlymannertheconstructionofthird-generationnuclearpowerplantsincoastalareas.Promotethedemonstrationofsmallmodularreactors,600,000kWcommercialhigh-temperaturegas-cooledreactors,andoffshorefloatingnuclearpowerplatforms.Buildlowandmediumlevelradioactivewastedisposalsitesfornuclearpowerplantsandspentfuelreprocessingplants.DemonstratecomprehensiveutilizationofnuclearenergyinHaiyang,ShandongProvince.Theinstallednuclearpoweroperatingcapacitywillreach70millionkW.
3.电力外送通道Powertransmissionchannels
建设白鹤滩至华东、金沙江上游外送等特高压输电通道，实施闽粵联网、川渝特高压交流工程研究论证陇东至山东、哈密至重庆等特高压输电通道。BuildtheUHVtransmissionchannelsfromBaihetantoEastChinaandtheupstreamofJinshaRiver.ImplementtheFujian-GuangdonginterconnectionandSichuan-ChongqingUHVACprojects.StudyanddemonstratetheUHVtransmissionchannelsfromeastofGansutoShandongandfromHamitoChongqing.
4.电力系统调节Powersystemregulationfacilities
建设桐域、磐安、泰安二期、浑源、庄河、安化、贵阳、南宁等抽水蓄能电站，实施电化学、压缩空气、飞轮等储能示范项目。开展黄河梯级电站大型储能项目研究。

5.油气储运能力Oilandgasstorageandtransportationcapacity
新建中俄东线境内段、川气东送二线等油气管道。建设石油储备重大工程。加快中原文23、辽河储气库群等地下储气库建设。
