1.BackgroundofthePlan
1.1FurtherImprovementonOrganizationalDevelopment
TheWorldFederationofChineseMedicineSocieties(hereinafterreferredtoas“WFCMS”),undertheleadershipofitsCouncilandSupervisoryBoard,hasimproveditsorganizationalbuildingsystem.Theteamhasgrowncontinuously,absorbing277groupmembersof72countriesandregionsaroundtheworld,andestablished204branchesofvariousTCMdisciplines.Ithasbecomethelargestinscale,themostinfluentialandauthoritativeinternationalacademicorganizationofTCM.
1.2FurtherEnhancementonAcademicLeading
WFCMShasbuiltathree-levelacademicconferenceplatformbasedonWorldCongressofChineseMedicineandSummerSummitofWCCM,FiveContinentsRegionalForumsandBranchAcademicConferencesandhasformedthebrandeffectofinternationalconferences,whichfurtherexpandedtheacademicexchangesamongtheinternationalcommunity.Theannualconferenceshavecoveredmorethan60countriesandregionsforthousandsofTCMpeopletoexchangeexperiencesanddemonstratetechnologies.Especially,theacademician-levelsummitforumheldduringtheCOVID-19pandemicreceivedwidesocialattention.
1.3FurtherStrengtheningtheTalentsCultivation
TalentsaretheexecutorstorealizetheinternationaldevelopmentofTCM.WFCMShasalwaystakentalentscultivationasthebasicprojectofTCMinheritanceandinnovation.IthaspromoteditsmemberstoestablishvariousTCMeducationandtraininginstitutionsaroundtheworld,organizedtheformulationandreleaseofrelevanteducationstandardsandtalentmanagementstandards.Ithasalsocarriedoutinternationaltraining,levelexaminationandprofessionaltitleevaluation,finallyforminganinternationalTCMprofessionalandtechnicaltitleframeworkandinternationaltrainingsystem.Sofar,morethan5,000TCMprofessionaltechniciansfrommorethan40countrieshavetakentheproficiencytests.Nearly200peoplefrom27countriesandregionshaveobtainedseniortechnicaltitles.
1.4StandardizationConstructionAchievingResults
By2020,WFCMShasdevelopedandpublishedmorethan100varioustypesofTCMstandards,including70standardsforinternationalorganizations,coveringbasicterminology,talents,education,medicaltreatment,scientificresearchandsoon.AfterthereleaseoftheInternationalStandardfortheChineseandEnglishTerminologyofBasicTCMTerms,ithasbeensignedandadoptedbyindustrybodiesin95countries.TheInternationalStandardfortheChineseandFrenchTerminologyofBasicTCMTermshasbeenendorsedbytheFrenchNationalAgencyfortheInspectionofMedicinesandFoodandtheNationalHospitalHeadquartersinParis.AfterthepublicationoftheWorldStandardforUndergraduate(Pre-CMD)TCMEducation,someTCMschoolsinNewZealand,Australia,VietnamandMalaysiahaveindicatedthattheywillrefertotherequirementsofthestandard.
1.5ScientificResearchAchievingProgress
ThescientificprinciplesofTCMacupuncture,AIDStreatment,theextractionandqualitytestingofactiveingredientsinChinesemedicinal,andthedevelopmentofnewproductsinTCMhavebecomethetargetsofmajorinternationalscientificandtechnologicalinnovations.WhenTuYouyouwasawardedtheNobelPrizeinPhysiologyorMedicinein2015,theInternationalClassificationofDiseases,EleventhRevision(ICD-11,revisedversion)firstincludingachapterontraditionalmedicineincludingTCM,theinternationalscientificresearchlevelofTCMisincreasingwitheachpassingday.Accordingtothestatistics,asmanyas8,500SCI-indexedjournalpapersonTCMarepublishedgloballyeveryyear.ThecorecompetitivenessofTCMcontinuestogrow,reflectingtheroleofTCMinthedevelopmentofworldmedicine.TheJournalofWorldChineseMedicine,createdbyWFCMS,iscurrentlydistributedinmultiplelanguagesinmorethan60countriesand90embassiesworldwide.TheofficialwebsiteofWFCMSandvariousmedianumbersprovidethemostcutting-edgeinformationathomeandabroadwithnearly1,000newsreportseveryyear.
1.6GradualDevelopmentofTradeinTCMServices
TheTCMBig-healthindustryscalealoneofChinahasexceededRMB3trillionin2020.Thebig-healthindustryisrecognizedasoneofthelargestindustriesintheworld.WFCMShassuccessfullyheldfourinternationalTCMbig-healthfairs,withmorethan6,000exhibitorsfromhomeandabroad,coveringmorethan50countriesandregions.Inaddition,threeTCMinternationalhealthtourismdevelopmentforumsandoneinternationalhealthtourismsummitforumwereheldattheChinaInternationalFairforTradeinServices.WFCMScarriedoutthe“BeltandRoad,People-to-peopleWorldtourofTCM”tobuildaninternationalTCMhealthtourismserviceplatform.ItalsobuilttheChina-FranceTCMCenter(Seine)andpromotingthedevelopmentofTCMinEurope.
1.7WorldwideAttentiononTCMCulture
1.8FurtherEnhancingtheCooperationwithInternationalOrganizations
Asaformalnon-governmentalorganizationsettingworkingrelationshipmemberoftheWorldHealthOrganization(WHO),WFCMSregularlyparticipatesintheWorldHealthAssembly,theworkingandregionalmeetingsoftheWHOExecutiveCommittee.ItistheadvisorybodyfortheprotectionofintangibleculturalheritageofUNESCO,andtheonlyrepresentativeTCMsector.WFCMShascooperatedwiththerelevantnationaldepartmentsintheapplicationfortheinscriptionofTibetanmedicinalbathsandtaijiquanwhichachievedresults.Itistheclass-AliaisonunitoftheInternationalOrganizationforStandardization(ISO),andhasdeclared25internationalstandardstoISO.WFCMShasbeengranted“specialconsultativestatus”bytheUnitedNationsEconomicandSocialCouncil,andhasenhanceditscommunicationwiththeUnitedNations.
1.9FurtherDeepeningtheParticipationofTCMMedicalCareinGlobalHealthGovernance
TCMhasanadvantageouseffectinthepreventionandtreatmentofcommondiseases,multi-morbiditiesanddifficultdiseases.Especially,sincetheCOVID-19pandemic2020,TCMhasbeendeeplyparticipatedintheprevention,controlandtreatmentoftheepidemicthroughoutthewholecourse.TheChinesetreatmentplan,withsynergycomplementaryadvantagesofTCMandwesternmedicine,hasprovidedexperiencefortheworldtofightthepandemic.TheefficacyofTCMhasbeenaffirmedbyWHOandhasarousedwideattentionfromtheworldcommunity.WFCMSissuedatimelyinitiativetotheworld,callingonallmembersandbranchestoproactivelyparticipateintheglobalanti-epidemic,hasplayedanimportantroleincommunitypreventionandcontrol,andimpedimentofepidemicspreading.
However,theinternationaldevelopmentofTCMstillfacesmanydifficultiesandproblems.ThedevelopmentofTCMaroundtheworldisuneven,andthebreadthanddepthofitsspreadingarenotsufficient.TheinternationalcommunicationanddevelopmentofTCMneedstobestrengthenedintermsoftalents,technology,standards,andcurativeeffects.TheinternationaldevelopmentoftheTCMindustryisrelativelyslow,anditneedstobefurtherconnectedwiththelaws,regulationsandaccessstandardsofvariouscountries.ThelegalstatusofTCMinvariouscountriesneedstobefurtherdeveloped,itsintegrationintothemedicalinsurancesystemneedstobecontinuouslypromoted,anditsculturalidentityandpoliticalenvironmentidentityneedtobeimproved.
2.GuidingIdeologies,BasicPrinciplesandDevelopmentGoals
2.1GuidingIdeologies
Weshouldconformtothetrendofglobaleconomicandsocialdevelopment,adapttotheneedsofhumanhealthdevelopment,andaimat“fullcoverageofhealth”and“TCMforall”.Thestartingpointistoimprovethehealthandwell-beingofpeopleinallcountries.Wewouldadheretotheconceptsofdevelopment,service,inclusivenessandpragmatism,adheretothefundamentalpurposeofpromotingwidercommunicationanddevelopmentofTCMintheworld,adheretothefundamentalprincipleoftheintegrationoftheTCMworkintotheoveralldevelopmentofvariouscountries,adheretothefundamentalpurposeofprovidinghigh-qualityandefficientTCMservicestoglobalmembers,andadheretothefundamentaldrivingforceofcontinuousinheritance,innovation,andpromotinghigh-qualitydevelopment.Weshouldmakegreatercontributionstoservingglobaleconomicandsocialdevelopment,satisfyingandimprovinghumanhealth,andbuildingahumanhealthcommunity.
2.2BasicPrinciples
2.2.1AdherencetoAimsandMissions
WewouldtakepromotingtheinternationalcommunicationanddevelopmentofTCMasthefoundationoffootholdandsourceofexistence.Wewouldtakeservingthehealthrequirementoftheglobalpublicasthebeginningandtheend,andadheretoTCMbenefitingglobalhumanhealth.
2.2.2AdherencetoInheritanceandInnovation
Withheritageasthefoundationandinnovationasthewings,wewouldbuildafirmfoundationfordevelopment,andmakefulluseofmodernscienceandtechnologyandmethodstopromotehigh-qualitydevelopmentofTCM,soastomakeanimportantcontributiontothepromotionofTCMtotheworld.
2.2.3AdherencetoWin-winCooperation
Wemustmakeuseoftheadvantagesofinternationalorganizationstoimplementgreaterscope,widerfieldsanddeeperlevelsofopeningcooperation.WewouldformaninternationalTCMdevelopmentpatternfeaturinglinkage,diversifiedinvestmentandmultilateralcooperationtoachievecommondevelopment.
2.2.4AdherencetoMakingDifferences
Wewouldseizetheopportunity,seektruthandbepragmatic,workhard,takeactiveactions,focusoncoreareassuchastheeffectivenessofTCM,achievebreakthroughs,andimproveeveryone’shealth,sothatpeoplefromallcountriescansharethefruitsofTCMdevelopment.
2.3DevelopmentGoals
By2025,WFCMSwillcooperatemorecloselywithinternationalorganizationsandparticipatemoredeeplyinglobalhealthgovernance.ThedevelopmentofinternationalcommunicationofTCMwillbemoreextensiveandhigherquality.Morehigh-qualityandconvenientTCMservicesfortheworldwillbeprovided.Ahigh-levelacademicexchangeplatformwillbebuiltandsignificantlyacademicleadershipwillbeenhanced.WFCMSwillcontinuouslypromoteinternationalstandardization,furtherexpandthescaleandqualityofinternationalTCMeducationandfurtherstrengtheninternationalcooperationinscientificresearch.TCMknowledgewillbespreadmorewidelyaroundtheworld.TCMservicetradewilldeveloprapidlyandtheindustrialdevelopmentwillbemorebalanced.TCMwillgainlegalstatusandbeincorporatedintothemainstreammedicalservicesystemandinsurancesysteminmorecountriesandregions,soastofurtherstrengthitscontributiontohumanbeings.
Inthenextfiveyears,WFCMSwillbuildafirst-classinternationalacademicorganizationofTCM,buildafirst-classworkteam,developfirst-classworkandservices,andbecomeaninternationalorganizationwiththegreatestinfluenceinleadingtheinternationaldevelopmentofTCM.
3.MajorTasks
3.1ParticipatinginGlobalHealthGovernanceandBuildingaHygieneandHealthCommunityofHumanBeings
3.2ExpandingtheScopeofGlobalTCMSpreadingandBringingTCMtotheWorld
Wemustkeeptheaimofpromotingandfacilitatingthewiderspreadingandhigh-qualityinternationaldevelopmentofTCM,andfirmlysettheambitiousgoalofTCMforall.Inthenextfiveyears,thenumberofcountriesandregionscoveredbygroupmemberswillreachto80,andthenumberofgroupmemberswillbeincreasedto300.WewouldencouragebranchesandgroupmemberstousenewtechnologiestoimprovethelevelofTCMinformationconstruction,takeadvantageofthenetworkandstrengtheninternationalspreading.Wewouldfullymobilizetheenthusiasmofgroupmembersandbranches,unitecolleaguesfromallwalksoflifearoundtheworldwhoareinterestedinthecauseofhumanhealth,carryouthigherqualityinternationalexchangesandcooperation,andfurtherexpandthebreadthanddepthoftheTCMinternationaldevelopment.
3.3ProvidingHigh-qualityTCMServicestoBenefitHumanHealth
WewouldalwaysregardclinicalefficacyasthecorevalueofTCMspreadinganddevelopment,optimizetheinternationalservicecapacityofTCM,andmakeTCMbetterbenefithumanhealth.WewouldencouragegroupmembersandbranchestocooperateextensivelywithTCMmedicalinstitutionsinvariouscountriesandbuildanexchangeplatformforoverseasTCMmedicalinstitutions.WewouldpromoteTCMappropriatetechnologiesforchronicdiseases,functionaldiseases,painandotherTCMadvantageousdiseases,andfurtherimproveclinicaltreatmentcapabilities.Atthesametime,wewouldorganizeteamsofinternationalTCMexpertstocarryoutremoteTCMmedicalconsultationandconsultationinduecourse,soastoprovidehigh-qualityandconvenienthealthservicesofTCMtopeopleworldwide.
3.4GivingFullPlaytotheRoleofAcademicLeadershipandBuildingaPlatformforHigh-levelConferences
The“three-tierconferenceplatform”isanimportanttoolforWFCMStopromotethedevelopmentofTCM.Weshouldfurtherdevelophigh-qualityinternationalacademicexchangeactivitiesandenhancetheinfluenceofconferencebrandssuchastheWorldCongressofTCMandtheSummerSummit.Relyingontheadvantagesofgovernmentplatforms,wewoulddevelopthreetofivenewbrandsofregionalconferences.Wewouldfocusonglobalhealthhotspotsanddiseasepreventionandcontrolsituations,andorganizethematicinternationalconferences.WewouldmakeuseofInternettechnologytofurtherinnovateconferencemodelsinthepost-epidemicera.Wewillencouragebranchesandgroupmemberstoholdannualacademicconferences,enhanceacademicconnotations,expandthescopeofinternationalexchanges,andcarryouthigherqualityinternationalacademicactivities.
3.5StrengtheningStandardizationConstructionandPromotingtheHigh-qualityDevelopmentofTCM
Standardsarethe“universallanguage”ofinternationalacademicexchangeandscientificandtechnologicalcommunication.WewillgivefullplaytotheroleoftheinternationalstandardizationplatformofWFCMSasabridgeandlink.WewillincreasethenumberofvariousTCMstandardsissuedto150by2025,includingthenumberofinternationalorganizationstandardsto100.Wewouldpromotetheadoptionandapplicationofinternationalorganizationstandards,improvetheconstructionoftheinternationalstandardizationexpertdatabaseofTCM,buildaprofessionaltalentteamproficientinthedevelopmentofinternationalstandards,andcompleteinternationalorganizationsofthewholeprocessofstandardrevisionwork.WemustcontinuetoplaytheroleoftheISO/TC249A-levelliaisonorganization,activelyparticipateininternationalstandardizationactivities,strengthentherecommendationanddeclarationofprofessionalterminologyandotherstandardprojects.ContinuouslyenhancetheinfluenceandcredibilityofinternationalstandardsinTCM,andpromotetheprocessofTCMhigh-qualitydevelopment.
3.6StrengtheningInternationalTalentsCultivationandImprovingtheQuality

3.8ScientificallyPopularizingTCMKnowledgeandTellingthe“StoryofTCM”
WewillspreadandpopularizecorrectknowledgeofTCMandtellthe“storyofTCM”.WewouldcontinuetoexploretheessenceofTCMculture,planandorganizethe“TCMMultilingualDigitalCultureSpreadingProject”,andlaunch30high-qualityTCMculturemulti-carrierproducts.Wewillrecommend30excellentTCMculturebooksinEnglishorChinese-Englishtotheworld,continuetocelebrate“WorldChineseMedicineDay"and"WorldTraditionalMedicineDay”,etc.,andorganizeTCMculturaltourismandotherexchangeactivities.WewouldkeeppromotingcommunicationandliaisonwithUNESCO,theentryofTCMprojectsintothelistofnon-patrimonialheritageateachlevelandtheworldinscriptionofTCMprojects,soastoenhancetheinfluenceofTCM.
3.9ExpandingInternationalTCMTradeandPromotingtheDevelopmentofTCMIndustries
3.10PromotingGlobalTCMLegislationandProvidingPolicyGuarantee
WewouldencouragegroupmembersandbranchestokeeponpromotingthelegislativeprocessofTCMworldwide,combiningitwithlocalrequirements.WewouldactivelyparticipateintheworkofimprovingthesystemoflawsandregulationssystemsrelatedtoTCMandothertraditionalmedicines,andestablishamanagementsystemthatmeetsthenationalconditionsofeachcountryandprotectsTCMmedicalservices.WemustsummarizethesuccessfulexperienceintheimplementationmechanismoflegislationandlegalprotectionofTCMandothertraditionalmedicinestoprovidesupportfortheformulationofpoliciesrelatedtoTCMinvariouscountriesandregions,topromotethelegalizationprocessofTCMintheworld,andtopromotethestandardizeddevelopmentofTCMaroundtheworld.
4.EnsureImplementationMeasures
4.1StrengtheningOrganizationalConstructionandGatherDevelopmentForces
Wewouldfurtherconsolidateandimproveorganizationalconstruction,furtheroptimizetheworkingmechanismofinternationalorganizations,improvetheconstructionofgovernancesystemandgovernancestructure,andcontinuouslyenhancegovernancecapacity.Wemustcomprehensivelystrengthentheconstructionofthetalentteamandenhanceteampotency.Wewouldfurtherdeepentheawarenessofservinggroupmembers,playtheroleoforganizationandcoordination,supportgroupmemberstobetterobtainthesupportofhostgovernments,andimprovetheworksynergymechanismandcollaboration.Wemustformajointefforttopromotetheimplementationoftheplanandensurethesolidadvancementoftheplanningtasks.
4.2StrengtheningPolicyProtectionandCreatingaFavorableAtmosphere
Eachgroupmembershouldstrengthencommunicationandliaisonwiththegovernmentandrelevantdepartmentsbasedonthelawsandregulationsofthecountrywhereitislocated.Wewouldstrivetoobtaingovernmentsupportandpolicyinclination,soastolayagooddevelopmentatmospherefortheinternationalspreadingofTCM.Allgroupmembers,branches,secretariatsandbusinessdepartmentsshouldformulatemorespecificimplementationplansforthefive-yeardevelopmentplanandputthetasksrelatedtotheplanintopractice.Wewouldsetupspecialfundsforthefive-yearplantosupportinnovativepracticesinimplementingtheplanandensuretherealizationoftheplantasks.
4.3ConsolidatingtheInstitutionalBasisandProvidingSupportGuarantee
Wemustadheretotheconstitutionasthefundamentalguideline,establishaperfectinstitutionalsystemmechanism,continuouslypromotetheconstructionofthegovernancesystemandgovernancestructure,andcontinuouslyimprovethegovernancecapacity.Wewouldleadgroupmembersandbranchestoparticipateextensively,andimprovethesystemofcommongovernanceandsharing.Wewouldstrengthenthenormativeconstructiontobetterperformthedutiesoforganizing,promoting,unitingandservingmembergroups.Wemustpromoteexchanges,experiencessharingtobetterexemplifytheleadingroleofCouncilmembers.Wewouldestablishamechanismforthedivisionofmajortasksandimplementationandamid-term(regular)evaluationsystemforplanning.Wewouldstimulatevitalitywithacompletemanagementsystemtoescortthecompletionofplanningtasks.
4.4StrengtheningCultureConstructionandCreateCoreValues
Duringthecurrentandfutureperiods,theinternationaldevelopmentofTCMisatanimportantstageofstrategicopportunity.Thenewroundofscientificandtechnologicalrevolutionandindustrialchangewillbringaboutnewchangesintheinternationallandscape,andtheconceptofhumanhygieneandhealthcommunitywillbecomeincreasinglypopular.Weshoulddeeplyunderstandthenewfeaturesandrequirementsbroughtaboutbythesechangesandthenewchallengesbroughtaboutbythecomplicatedinternationalenvironment.Wewouldenhanceourawarenessofopportunitiesandrisks,beadeptatnurturingopportunitiesincrisesandopeningupnewsituationsinchanges.Wemustseizeopportunitiesandcopewithchallenges,carryforwardthespiritofTCMdoctorsbeingprofessionalandsincere,honestandhelpfultopeople,andneverforgetwhywestart,upholdourmission,goglobalwithahigherlevel,soastomakegreatercontributionstohumanhealth.
