Thisyear,morethan80millionAmericanswillhavethechancetovoteinalanguageotherthanEnglish.ThatisbecauseU.S.federallawguaranteesthatcertaingroupsofpeoplecanreceivelanguageassistanceinthevotingprocess.GabeOsterhoutisaresearcherattheIdahoPolicyInstituteatBoiseStateUniversity.Hesaid,"Theideawastotakegroupsthatwerehistoricallyexclu：dedfromtheelectoralprocess,andthemissionwastomakeitmoreaccessibleforsomeofthosegroups."
TheVotingRightsActof1965wassignedintolawtoprotecttherighttovoteforAfricanAmericansmainlyintheSouth.Theactwasexpandedin1975toincludecertainlanguageminorities.TheseincludedNativeAmericans,AlaskaNatives,LatinosandAsianAmericans.
JimTuckerisalawyerwiththeVotingRightsProjectatthenonprofitLawyers'CommitteeforCivilRightsUnderLaw.HenotedthatforcitizenswithlimitedknowledgeofEnglish,votinginformationcanbe"abarriertotheabilitytoparticipate."Everyfiveyears,theU.S.CensusBureauchooseswhichminoritylanguagegroupswillreceivehelpwithinformationintheirnativelanguage.Thatdecisionisbasedonwhethermorethan5percentofeligiblevotersinanareaspeaklimitedEnglish,oriftherearemorethan10,000eligiblevotersinanareawithlimitedEnglishability.
Localelectionsofficialsarethenrequiredtooffervotingmaterials,includingballots,inthatsecondlanguage.InDecember2021,theU.S.Censusidentified331areasthatmeettherequirementsaheadofthe2022midtermelections.Mostofthecoveredareas,calledjurisdictions,areinthreestates,California,FloridaandTexas.ThosestatesmustprovideSpanish-languagevotingmaterialsineverystatewideelection.
RegistrationandvotingdatafromNovember1996and2000foundevidencethattheadditionofasecondlanguagehas"positiveeffectsonthevotingratesofcoveredlinguisticminorities."TheresearchwascarriedoutbyprofessorsMichaelJones-CorreaandIsraelWaismel-Manor.ItfoundthatvoterturnoutamongLatinoswas11percenthigherinareascoveredbythelanguagerequirementsthaninthosethatdidnotprovidematerialsandassistanceinSpanish.
