OnbehalfoftheStateCouncil,Iwillnowreporttoyouontheworkofthegovernmentandaskforyourdeliberationandapproval.IalsoinvitecommentsfrommembersoftheNationalCommitteeoftheChinesePeople’sPoliticalConsultativeConference(CPPCC).

I.2018inReview

Theyear2018wasthefirstyearforputtingtheguidingprinciplesofthe19thNationalCongressoftheCommunistPartyofChinafullyintoeffect.Itwasalsothisgovernment’sfirsttoperform,inaccordancewithlaw,thefunctionsofoffice.Inpursuingdevelopmentthisyear,Chinafacedacomplicatedandchallengingdomesticandinternationalenvironmentofakindrarelyseeninmanyyears,anditseconomycameundernewdownwardpressure.

UnderthefirmleadershipofthePartyCentralCommitteewithComradeXiJinpingatitscore,we,theChinesepeopleofallethnicgroups,guidedbyXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,forgedaheadandovercamedifficulties.Theyear’smaintargetsforeconomicandsocialdevelopmentwereaccomplished,andinbuildingamoderatelyprosperoussocietyinallrespects,wemademajorprogresstowardadecisivevictory.

Themaineconomicindicatorswerekeptwithinanappropriaterange.Grossdomesticproduct(GDP)grewby6.6percent,exceeding90trillionyuan.Economicgrowthmatchedelectricityconsumption,freighttransport,andotherindicators.Consumerpricesroseby2.1percent.Inthebalanceofpaymentsabasicequilibriumwasmaintained.Afurther13.61millionnewurbanjobswereadded,andthesurveyedunemploymentrateremainedstableatacomparativelylowlevelofaround5percent.Asabigdevelopingcountrywithapopulationcloseto1.4billion,wehaveattainedrelativelyfullemployment.

Economicstructurewasfurtherimproved.Consumptioncontinuedtoplayanincreasingroleindrivingeconomicgrowth.Theservicesector’scontributiontogrowthapproached60percent.Growthinhigh-techindustriesandequipmentmanufacturingoutstrippedthatofotherindustries.Harvestswereagaingood.EnergyconsumptionperunitofGDPfellby3.1percent.Thequalityandreturnsofgrowthcontinuedtoimprove.

Newgrowthdriversgrewrapidly.Anumberofmajorscientificandtechnologicalinnovationsweremade,liketheChang’e-4lunarprobe.Emergingindustriesthrivedandtraditionalindustriessawfastertransformationandupgrading.Businessstartupsandinnovationcontinuedtosurgenationwide,withanaverageofover18,000newbusinessesopeningdailyandthetotalnumberofmarketentitiespassingthe100millionmark.Newgrowthdriversarenowprofoundlychangingourmodeofproductionandwayoflife,creatingnewstrengthsforChina’sdevelopment.

Newbreakthroughsweremadeinreformandopening-up.InstitutionalreformsofboththeStateCouncilandlocalgovernmentswereimplementedsmoothly.Newprogresswasmadeinreforminkeyfields.Thenegativelistsystemformarketaccesswasputfullyintoeffect.Reformstostreamlineadministrationanddelegatepower,improveregulation,andupgradeserviceswereintensified,andourbusinessenvironmentrosesignificantlyininternationalrankings.Openingupwasexpandedonallfronts,andjointeffortstopursuetheBeltandRoadInitiative(BRI)madesignificantheadway.ThefirstChinaInternationalImportExpowasasuccess.WorkbeganonbuildingtheChina(Hainan)PilotFreeTradeZone.China’stotalvolumeoftradeingoodsexceeded30trillionyuan,anditsutilizedforeigninvestmenttotaledUS$138.3billion,rankingChinafirstamongdevelopingcountries.

Thethreecriticalbattlesgotofftoagoodstart.Weforestalledanddefusedmajorrisks.Themacroleverageratiotrendedtowardastablelevel;thefinancialsectorwasgenerallystable.Precisionpovertyalleviationmadesignificantprogress,withtheruralpoorpopulationreducedby13.86million,including2.8millionpeopleassistedthroughrelocationfrominhospitableareas.Pollutionpreventionandcontrolwasstrengthened,andPM2.5concentrationscontinuedtofall.Markedachievementsweremadeinecologicalconservation.

Livingstandardscontinuedtoimprove.Percapitadisposablepersonalincomegrewby6.5percentinrealterms.Thethresholdforindividualincometaxwasraisedandsixspecialadditionaldeductionswerecreated.Supportforbasicelderlycareandbasichealthcarewasstrengthened.Closeto100millionpaymentsweremadetoassiststudentsfromfamiliesinfinancialdifficulty,coveringallschooltypes.Morethan6.2millionhousingunitswererebuiltinrundownurbanareasand1.9milliondilapidatedruralhouseswererenovated.Urbanandrurallivingstandardscontinuedtorise.

Wesolemnlycommemoratedthe40thanniversaryofreformandopeningup,thoroughlyrevieweditsgreatachievementsandthevaluableexperiencegainedinitspursuit,andpledgedourresolvetoseereformandopeningupthroughinthenewera,thusgalvanizingtheChinesepeopleofallethnicgroupstocontinuetheirhardworktomakenewhistoricachievements.

Lookingbackatthepastyear,wecanseethatourachievementsdidnotcomeeasily.

Whatwefacedwasprofoundchangeinourexternalenvironment.Setbacksineconomicglobalization,challengestomultilateralism,shocksintheinternationalfinancialmarket,andespeciallytheChina-USeconomicandtradefrictions,hadanadverseeffectontheproductionandbusinessoperationsofsomecompaniesandonmarketexpectations.

Whatwefacedwereseverechallengescausedbythegrowingpainsofeconomictransformation.Aninterlacingofoldandnewissuesandacombinationofcyclicalandstructuralproblemsbroughtchangesinwhatwasagenerallystableeconomicperformance,someofwhichcausedconcern.

Whatwefacedwasacomplicatedterrainofincreasingdilemmas.Wehadmultipletargetstoattain,likeensuringstablegrowthandpreventingrisks;multipletaskstocomplete,likepromotingeconomicandsocialdevelopment;andmultiplerelationshipstohandle,likethatbetweenshort-termandlong-terminterests.Andthedifficultyofmakingpolicychoicesandmovingworkforwardincreasedmarkedly.

Withtheconcertedeffortsofthewholecountry,theChineseeconomy,fromalargerbase,achievedgenerallystablegrowthwhilemakingfurtherprogress;andsocialstabilitywasensured.ThisonceagainshowsthattheChinesepeople,undertheleadershipoftheCommunistPartyofChina,havethecourage,vision,andstrengthtoprevailoveranydifficultyorobstacle.ThereisnodifficultythatcannotbeovercomeinChina’spursuitofdevelopment!

Overthepastyear,wefullyimplementedallmajorpoliciesandplansmadebythePartyCentralCommitteewithComradeXiJinpingatitscore.Wefollowedthegeneralprincipleofpursuingprogresswhileensuringstability,andworkedholisticallytomaintainstablegrowth,advancereform,makestructuraladjustments,improvelivingstandards,andguardagainstrisks.WehandledeconomicandtradefrictionswiththeUnitedStatesappropriately.Weworkedtoensurestableemployment,astablefinancialsector,stableforeigntrade,stableforeigninvestment,stabledomesticinvestment,andstableexpectations.Ourmainworkofthepastyearwasasfollows.

First,wedevelopednewwaystoimprovemacroregulationandensuredagenerallystableeconomicperformance.

Facingnewcircumstancesanddevelopments,wewerefirminchoosingnottoadoptadelugeofstrongstimuluspolicies,andwemaintainedthecontinuityandconsistencyofmacropolicies.Asweconductedregulationtokeepmaineconomicindicatorswithinanappropriaterange,wealsoimprovedtargetedandwell-timedregulation,andcarriedoutanticipatoryadjustmentsandfine-tuning.

Wecontinuedtopursueaproactivefiscalpolicy,focusingoncuttingtaxesandfees,strengtheningareasofweakness,andpromotingstructuraladjustment.WereducedVATratesandexpandedthecoverageoftaxreliefforsmallbusinesseswithlowprofits,andintroducedpreferentialtaxpoliciestoencourageR&Dandinnovation.Overtheyear,thetaxandfeeburdenonenterprisesandindividualswasthusreducedbyaround1.3trillionyuan.Weimprovedthecompositionofbudgetaryspending,putidlebudgetaryfundstouse,andensuredspendinginkeyareas.

Wemaintainedaprudentmonetarypolicyandencouragedfinancialsupportfortherealeconomy.Inresponsetothedifficultiesandhighcostsoffinancing,wereducedrequiredreserveratiosfourtimes,andappliedacombinationofmeasurestoeasefundingshortagesfacedbyprivateenterprisesandsmallandmicrobusinesses.Initialsuccesswasthusmadeincurbingtherisingcostoffinancing.

Wepromptlyrespondedtoabnormalfluctuationsinthestockandbondmarkets,andkepttheRMBexchangeratebasicallystable.China’sforeignexchangereservesweremaintainedatoverUS$3trillion.

Second,wetooksolidactioninthethreecriticalbattlesandmadegoodprogressincarryingoutkeytasks.

Wedrewupandbeganthesystematicimplementationofathree-yearactionplanforthethreecriticalbattles.

Wemadesteadyprogressinstructuraldeleveraging,handledrisksinthefinancialsectorprudentlyandappropriately,preventedandcontrolledlocalgovernmentdebtrisks,andreformedandimprovedmechanismsforconductingregulationovertherealestatemarket.

Wemadefurtherprogressinprecisionpovertyalleviation.Westrengthenedpovertyreliefcapacity,increasedbudgetaryinput,andencouragedsocietytoassistpovertyalleviation.Theself-developmentcapacityofpoverty-strickenareaswassteadilyenhanced.

Welaunchedanall-outfighttokeepourskiesblue,ourwatersclear,andourlandpollution-free.Energyandtransportationstructureswereupgraded.ThereplacementofcoalwithnaturalgasandelectricityinNorthChinawassteadilyadvanced.Thesystemofriverchiefsandlakechiefswasestablishedacrossthecountry.Theuseofbothchemicalfertilizersandpesticideswasreduced.Inspectionsandlawenforcementforenvironmentalprotectionwerestrengthened.Andwetookactivestepstorespondtoclimatechange.

Third,wedeepenedsupply-sidestructuralreformandsteadilyunleashedthedynamismoftherealeconomy.

Westrengthenedworktocutineffectivesupply,fosternewgrowthdrivers,andreducecostsintherealeconomy.

Wemadeprogressinusingmarketmechanismstocutcapacityinthesteelandcoalindustries.

Measureswereimplementedtoensurestableinvestment;asaresult,investmentinmanufacturingandprivateinvestmentreboundedmarkedly.Policieswereadoptedtostimulateconsumerspending.InternetPlusinitiativeswereadvancedacrosstheboard,andnewtechnologiesandmodelswereusedtotransformtraditionalindustries.

Wedeepenedeffortstostreamlinegovernmentfunctionsandcuttaxesandfees.Anumberofgovernmentpermitswereabolished,thereformseparatingpermitsfromthebusinesslicensewasimplementednationwide,thetimeneededtostartabusinesswasconsiderablyshortened,andthetypesofindustrialproductionpermitswerecutbyoverathird.Oversightconductedthroughtherandomselectionofbothinspectorsandinspectiontargetsandthepromptreleaseofresultswasimplementednationwide.

Weoverhauledthechargesandfeesleviedonbusinesses,andencouragedcutsinthecostofenergy,broadbandservices,andlogistics.WeadvancedtheInternetPlusGovernmentServicesinitiative,thelocalauthoritiesexploredandextendedanumberofdistinctivereformmeasures,andbothbusinessesandthepublicnowenjoyincreasinglybetteraccesstogovernmentservices.

Fourth,wecontinuedtoimplementtheinnovation-drivendevelopmentstrategyandfurtherincreasedinnovationcapacityandperformance.

Wegreatlyimprovedtheinnovationecosystemtokeepinnovatorsofallkindsfullymotivated.Thereformofthemanagementsystemforscienceandtechnologywasdeepened,stepsweretakentoachievebreakthroughsincoretechnologiesforkeyfields,andthebuildingofmajorscienceandtechnologyinfrastructureandinnovationcenterswassteppedup.

Westrengthenedtheprincipalpositionofenterprisesintechnologicalinnovation,andextendedthepolicyonraisingtheproportionofadditionaltax-deductibleR&Dcoststocoverallenterprises.

Wedevelopedpoliciesandmeasurestosupportinnovationandbusinessstartups.Thevolumeofcontractedtechnologytransactionsgrewbyover30percent.Thecontributionoftechnologicaladvancestoeconomicgrowthhasrisento58.5percent.

Fifth,weintensifiedreformandopening-upandcontinuedtostrengthenthemomentumofdevelopment.

Wedeepenedreformsofstatecapitalandstate-ownedenterprises(SOEs)andmadenewgainsinupgradingandrestructuringSOEsandinimprovingtheirqualityandperformance.Inaddressingdifficultiesandissuesencounteredbyprivateenterprises,weusedeveryfeasiblemeanstohelpthemovercomeproblemsandconcerns.

Weadvancedthereformofthefiscalandtaxsystems,andlaunchedperformance-basedbudgetmanagementreformacrossthecountry.Wereformedthefinancialregulatorysystemandimprovedthemechanismsthroughwhichinterestratesandexchangeratesaresetbythemarket.Steadyprogresswasmadeinreformsrelatedtoagriculture,ruralaffairs,socialprograms,andenvironmentalprotection.

Inopeningup,weintroducedaseriesofmajormoves.JointeffortstopursuetheBeltandRoadInitiativeareproducingapace-settingeffect,cooperationmechanismsforcountriesalongitsroutesaresteadilyimproving,andeconomiccooperation,trade,andculturalandpeople-to-peopleexchangesundertheInitiativehavegatheredmomentum.

Welaunchedpoliciestoensuresteadygrowthinforeigntrade,andcutthetimeneededforcustomsclearancebymorethanhalf.Importtariffsonsomegoodswerelowered,andtheoveralltarifflevelwasreducedfrom9.8to7.5percent.

Anumberofnewintegratedpilotzonesforcross-bordere-commercewereestablished.Reformmeasuresproventoworkinpilotfreetradezoneswerereplicatedandappliedelsewhere.Weshortenedsignificantlythenegativelistforforeigninvestment,openedupsectorslikefinanceandautomobileswidertoforeigncompetition,andspeduptheimplementationofanumberofmajorforeigninvestmentprojects.Thenumberofnewforeignenterprisesgrewbynearly70percent.

Sixth,wepursuedbalanceddevelopmentacrossruralandurbanareasandregionsandspeduptheformationofapatternofpositiveinterplay.

Theruralrevitalizationstrategywasimplementedwithvigor;grainoutputwaskeptabove650millionmetrictons.Solidprogresswasmadeinthepursuitofnewurbanization,andcloseto14millionpeopleoriginallyfromruralareasgainedpermanenturbanresidency.

Afullrangeofreformsandinnovativemeasureswereintroducedtoadvancedevelopmentinthewesternregion,revitalizethenortheast,energizethecentralregion,andsupporttheeasternregioninspearheadingdevelopment.

MajorprogresswasmadeinboostingthecoordinateddevelopmentoftheBeijing-Tianjin-Hebeiregion.AlongtheYangtzeEconomicBelt,effortstoprioritizeecologicalconservationandboostgreendevelopmentwerestrengthened.

SubstantivestepsweretakenintheplanningandbuildingoftheGuangdong-HongKong-MacaoGreaterBayArea,andtheHongKong-Zhuhai-MacaoBridgewasopenedtotraffic.

Weexpandedsupportforreformsanddevelopmentinoldrevolutionarybaseareas,areaswithlargeethnicminoritypopulations,borderareas,andpoorareas.

Another4,100kilometersofhigh-speedrailwaysopenedtotraffic,andover6,000kilometersofexpresswaysandmorethan300,000kilometersofruralroadswerebuiltorimproved.

Withallthis,thebalanceindevelopmentbetweenruralandurbanareasandbetweenregionshascontinuouslyimproved.

Seventh,wecontinuedtoensureandimprovelivingstandardsinthecourseofpursuingdevelopmentandenabledthepeopletosharemorefullyandfairlyinthebenefitsofreformanddevelopment.

Wetookpromptstepstoeasetheimpactofchangesintheexternalenvironmentonemployment.

Wemadestrongmovestoensuretheimplementationofpoliciesonpaypackagesofteachersincompulsoryeducation,steppedupthedevelopmentofsmallruralschoolsandboardingschoolsintownsandtownships,andfostereddevelopmentofsubstanceinhighereducation.

Weestablishedasystemforthecentralgovernmenttoallocatenationwideenterpriseemployees’basicaged-careinsurancefunds,raisedretirees’basicpensions,andincreasedtheminimumbasicaged-carepensionbenefitsforruralandnon-workingurbanresidentsfrom70to88yuanperpersonpermonth.

Wecontinuedtoincreasebenefitsforentitledgroupsandsubsistenceallowances,andensuredthatallpeoplewithdisabilitieswhoareeligiblecanaccesslivingallowancesandnursingcaresubsidies.

Fordemobilizedmilitarypersonnel,weimprovedserviceprovisionandmanagementandprotectedtheirlawfulrightsandinterests.

Coordinatedmedicalservice,medicalinsurance,andpharmaceuticalreformscontinued.Wemadesteadyprogressindevelopingthetiereddiagnosisandtreatmentmodel.Weraisedthelevelofgovernmentsubsidiesforruralandnon-workingurbanresidents’basicmedicalinsuranceandthereimbursementrateoftheirseriousillnessinsurance.

Thereformforevaluationandapprovalofnewmedicineswassteppedup;thepricesof17cancerdrugswereslashedandthesedrugswereincludedinthenationalmedicalinsurancecatalog.

Wespeduptheimplementationofculturalprojectsdesignedtobenefitthepeople,andcontinuedtostrengthenpublicculturalservicesatthecommunitylevel.Fitness-for-Allactivitiesflourished.Chineseathletesexcelledthemselvesininternationalcompetitions.

Eighth,wemadeprogressinbuildingaruleoflawgovernmentandpursuinginnovationingovernanceandensuredsocialharmonyandstability.

Wesubmitted18legislativeproposalstotheStandingCommitteeoftheNationalPeople’sCongressfordeliberation,andformulatedorrevised37setsofadministrativeregulations.Wereformedandadjustedthecompositionandresponsibilitiesofgovernmentbodies.TheStateCouncilconductedmajoraccountabilityinspectionstoensuretheimplementationofreformanddevelopmentpoliciesandplans.Wemadefullusetheroleofauditinginoversight.

Wereformedandimprovedurbanandruralgovernanceattheprimarylevel.Newapproacheswereadoptedtoaddresspubliccomplaints.Wereformedandstrengthenedemergencymanagement,respondedswiftlyandeffectivelytomajornaturaldisasters,andachievedacontinuedreductioninboththetotalnumberofworkplaceaccidentsandthenumberofseriousandmajoraccidents.

WestrengthenedoversightoverfoodanddrugsafetyandinvestigatedandtooksternactionindefectivevaccinescaseslikethatinvolvingChangchunChangsheng.

Weimprovedthenationalsecuritysystem.Westrengthenedcomprehensivemeasurestomaintainlawandorder,launchedacampaigntocombatorganizedcrimeandrootoutlocalmafia,andcrackeddownoncrimeandotherlegalviolationsinaccordancewithlaw.FurtherheadwaywasmadeincarryingoutthePeacefulChinainitiative.

WefullyimplementedthePartyCentralCommittee’sstrategicdecisiononenforcingfullandstrictdisciplineovertheParty,andintensifiedeffortstoimprovePartyconductandbuildacleangovernment.WemovedtoensurethatallPartymembers,onaregularandinstitutionalizedbasis,worktogainagoodcommandofthePartyConstitution,Partyregulations,andGeneralSecretaryXiJinping’spolicyaddressesandtomeetPartystandards.

WeactedinstrictaccordancewiththecentralPartyleadership’seight-pointdecisiononconductandtherulesforitsimplementation.Wetooksternactionagainstformalitiesperformedforformalities’sake,bureaucratism,hedonism,andextravagance.Activitiesofvarioustypesinviolationoflawsorregulationswereseverelypunishedorprosecuted.Stepsweretakentobringthecorrupttojustice,andthefightagainstcorruptionwasaresoundingsuccess.

Overthepastyear,weattainednewachievementsinpursuingdiplomacywithourowncharacteristicsasamajorcountry.WesuccessfullyhostedmajordiplomaticeventssuchastheBoaoForumforAsiaannualconference,theQingdaoSummitoftheShanghaiCooperationOrganization,andtheBeijingSummitoftheForumonChina-AfricaCooperation.PresidentXiJinpingandotherChineseleadersvisitedmanycountriesandattendedmajorinternationalevents,includingtheAPECEconomicLeadersMeeting,theG20LeadersSummit,theBRICSLeadersMeeting,theAsia-EuropeMeeting,andtheEastAsianleaders’meetingsoncooperation.

China’srelationswithothermajorcountriesremainedgenerallystable,ourrelationswithneighboringcountriessawall-roundgrowth,andourbondofunityandcooperationwithotherdevelopingcountriesgrewstronger.

Wepromotedthedevelopmentofanewtypeofinternationalrelationsandahumancommunitywithasharedfuture,andresolutelyprotectedChina’ssovereignty,security,anddevelopmentinterests.Ourpursuitofeconomicdiplomacyandculturalandpeople-to-peopleexchangesyieldedrichfruit.Chinaendeavoredtopromoteworldpeaceanddevelopmentandmadeimportantcontributionsrecognizedaroundtheworld.

WeoweourachievementsofthepastyeartothestrongleadershipofthePartyCentralCommitteewithComradeXiJinpingatitscore,tothesoundguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewEra,andtotheconcertedeffortsoftheParty,themilitary,andthepeopleofallethnicgroupsinChina.OnbehalfoftheStateCouncil,Iexpresssincerethankstothepeopleofallourethnicgroups,andtoallotherpoliticalparties,people’sorganizations,andpublicfiguresfromallsectorsofsociety.IexpresssincereappreciationtoourfellowcountrymenandwomenintheHongKongandMacaospecialadministrativeregions,inTaiwan,andoverseas.Ialsoexpressoursinceregratitudetothegovernmentsofothercountries,internationalorganizations,andfriendsfromallovertheworldwhohaveshownunderstandingandsupportforChinainitsendeavortoachievemodernization.

Onlyalertnesstodangerwillensuresafety.Whilefullyrecognizingourachievements,wemustalsobeclearabouttheproblemsandchallengesourcountryfacesinitsdevelopment.

Growthintheglobaleconomyisslowing,protectionismandunilateralismaremounting,andtherearedrasticfluctuationsinthepricesofcommoditiesontheinternationalmarket.Instabilityanduncertaintyarevisiblyincreasing,andexternally-generatedrisksareontherise.

DownwardpressureontheChineseeconomycontinuestoincrease,growthinconsumptionisslowing,andgrowthineffectiveinvestmentlacksmomentum.Therealeconomyfacesmanydifficulties.Thedifficultiesthatprivatefirmsandsmallandmicrobusinessesfaceinaccessingaffordablefinancinghavenotyetbeeneffectivelysolved.Thebusinessenvironmentstillfallsfarshortofmarketentities’expectations.

Ourcapacityforinnovationisnotstrong,andourweaknessintermsofcoretechnologiesforkeyfieldsremainsasalientproblem.Budgetarydeficitsinsomelocalitiesarequitelarge.Therearestillmanyrisksandhiddendangersinthefinancialandothersectors.Indeeplyimpoverishedareas,westillfacemanydifficultiesinthefightagainstpoverty.Ecologicalconservationandpollutionpreventionandcontrolcontinuetobeaweightytask.

Thereisstillpublicdissatisfactioninmanyareas,suchaseducation,healthcare,elderlycare,housing,foodanddrugsafety,andincomedistribution.Lastyearsawtheoccurrenceofanumberofpublicsafetyincidentsandmajorworkplaceaccidents.Thelessonstheseincidentsleftuswithshouldneverbeforgotten.

Wemustfacetheproblemsandchallengessquarely,shoulderourresponsibility,fullyperformourduties,anddoallwecantotrulyliveuptopeople’sexpectations.

II.EconomicandSocialDevelopmentin2019:

Thisyearisthe70thanniversaryofthefoundingofthePeople’sRepublicofChina.ItwillbeacrucialyearforusasweendeavortoachievethefirstCentenaryGoalofbuildingamoderatelyprosperoussocietyinallrespects.Tofulfilltheworkofgovernment,underthestrongleadershipofthePartyCentralCommitteewithComradeXiJinpingatitscore,wemust:

AfullanalysisofdevelopmentsinandoutsideChinashowsthatinpursuingdevelopmentthisyear,wewillfaceagraverandmorecomplicatedenvironmentaswellasrisksandchallenges,foreseeableandotherwise,thataregreaterinnumberandsize.Wemustbefullypreparedforatoughstruggle.Thedifficultieswefacemustnotbeunderestimated,ourconfidencemustnotbeweakened,andtheenergywebringtoourworkmustnotbeallowedtowane.

Chinaisstillinanimportantperiodofstrategicopportunityfordevelopmentandhasampleresilience,enormouspotential,andgreatcreativitytounleash.Thelongingofourpeopleforabetterlifeisstrong.Wehavetheunshakablewillandtheabilityneededtoprevailoverdifficultiesandchallengesofanykind,andoureconomicfundamentalsaresoundandwillremainsoundoverthelongterm.

Theaboveprojectedtargetsareambitiousbutrealistic—theyrepresentouraimofpromotinghigh-qualitydevelopment,areinkeepingwiththecurrentrealitiesofChina’sdevelopment,andarealignedwiththegoalofcompletingthebuildingofamoderatelyprosperoussocietyinallrespects.Buttorealizethesegoalsweneedtoredoubleourefforts.

Wewillensurethattherightdirectionissetforthepursuitofourmacropolicies.Wewillcontinuetopursueaproactivefiscalpolicyandaprudentmonetarypolicy,implementanemployment-firstpolicy,andstrengthenthecoordinationbetweenthesepoliciestokeepmajoreconomicindicatorswithinanappropriaterangeandsustainhealthyeconomicandsocialdevelopment.

Wewillpursueaproactivefiscalpolicywithgreaterintensityandenhanceitsperformance.Deficit-to-GDPratiothisyearisprojectedat2.8percent,a0.2-percentage-pointincreaseoverthatoflastyear.Thebudgetarydeficitisprojectedat2.76trillionyuan,withacentralgovernmentdeficitof1.83trillionyuanandalocalgovernmentdeficitof0.93trillionyuan.Inmoderatelyincreasingthedeficit-to-GDPratio,wehavegivenfullconsiderationtofactorssuchasgovernmentrevenueandexpenditureandtheissuanceofspecialbonds;wehavealsotakenintoaccounttheneedtoleavepolicyspacetoaddressrisksthatcouldariseinthefuture.

Governmentexpenditureisbudgetedatover23trillionyuan,a6.5percentincrease.Thecentralgovernment’stransferpaymentstolocalgovernmentsforequalizingaccesstobasicpublicserviceswillincreaseby10.9percent.Wewillreformandimprovethemechanismforensuringbasicfiscalcapacityatthecountylevel,easethepressureofbudgetaryconstraintsfacedbysomelocalities,andmakecertainthatpeople’sbasiclivingneedsaremet.

Ourprudentmonetarypolicywillbeeasedortightenedtotherightdegree.IncreasesinM2moneysupplyandaggregatefinancingshouldbeinkeepingwithnominalGDPgrowthtokeepmajorindicatorswithinanappropriaterange.

Inimplementation,wewillensurethevalveonaggregatemonetarysupplyiswellcontrolledandrefrainfromusingadelugeofstimuluspolicies;butwillalsouseflexiblyavarietyofmonetarypolicyinstrumentstoimprovethetransmissionmechanismofmonetarypolicy,maintainreasonablysufficientliquidity,effectivelymitigatedifficultiesfacedintherealeconomy,especiallybyprivateenterprisesandsmallandmicrobusinesses,inaccessingaffordablefinancing,andforestallanddefusefinancialrisks.

Wewilldeepenreformstostrengthenthemarket’sroleinsettinginterestratesandlowerrealinterestrates.WewillimprovetheexchangeratemechanismandkeeptheRMBexchangerategenerallystableandatanadaptiveandbalancedlevel.

Anemployment-firstpolicywillbepursuedwithfullforce.Employmentisthecornerstoneofwellbeing,andthewellspringofwealth.Thisyear,forthefirsttime,weareelevatingtheemployment-firstpolicytothestatusofamacropolicy.Thisistoincreasesociety-wideattentiontoemploymentandsupportforit.Bothintheimmediatefutureandforsometimetocome,thepressureonaggregatejobcreationwillcontinueunabated,therelatedstructuralissueswillbecomemorepronounced,andnewfactorsthataffectemploymentwillcontinuetogrow.Allthismeanswemustgivegreaterprioritytoincreasingemployment.

Maintainingstablegrowth,firstandforemost,istoensureemployment.Thisyear,ontopoftheurbanjobcreationtarget,wewillworktoreachtheactualemploymentfiguresofthepastfewyearssoastoensureemploymentfortheurbanworkforcewhilecreatingnonagriculturalemploymentopportunitiesforthesurplusruralworkforce.Withstableemploymentandincreasingincomes,wecancontinuetobefullyconfident.

Wewillcontinuetopursuesupply-sidestructuralreformasourmaintask,focusingonconsolidating,strengthening,upgrading,andensuringunimpededflows:wewillusemorereformsandmeansinaccordancewithmarketprinciplesandlawtoconsolidatethegainsmadeinthefiveprioritytasks;tostrengthenthedynamismofmicroentities;toupgradeindustrialchains;andtoensureunimpededflowsintheeconomy,thusmovingtowardhigh-qualitydevelopment.

Wewillcontinuethethreecriticalbattlesandadoptprecisemeasurestodeliversolidoutcomes.

Toforestallanddefusemajorrisks,weshouldbeclearaboutpotentialdangers,continuestructuraldeleveraging,forestallabnormalfinancialmarketfluctuations,dealprudentlywithlocalgovernmentdebtrisk,andguardagainstandcontrolexternally-generatedrisks.

Wewillintensifyprecisionpovertyalleviationeffortsinaccordancewithcurrentstandards,withthefocusondeeplyimpoverishedareasandthemostvulnerablegroupstodeliversolidoutcomes.

Inaddressingpollution,wewillfocusonmajorprioritiessuchasthefighttokeepourskiesblue,takeaholisticapproach,addressbothsymptomsandrootcauses,andmakecontinuousimprovementstotheenvironment.

Forthegovernmenttodeliverthisyear,weneedtogetthefollowingrelationshipsright.

First,weneedtohandleinaholisticwaytherelationshipbetweendomesticandinternationalissues,andfocusonrunningourownaffairswell.Chinaisstillandwilllongremainintheprimarystageofsocialism;anditcontinuestobetheworld’slargestdevelopingcountry.Developmentisthefoundationofandkeytosolvingallourcountry’sproblems.Wemustpursuewithdedicationthecentraltaskofeconomicdevelopment,neverfalterinourcommitmenttothestrategicthinkingthatdevelopmentisofparamountimportanceandthatitshouldbesoundandofahighquality,andcontinuetounleashanddevelopproductiveforces.

Againstthebackdropofacomplexandfast-changinginternationalenvironment,wemustmaintainstrategicfocusandcarryoutworkinaccordancewiththegoalsandplansalreadyset.Weshouldmakebetteruseofbothinternationalanddomesticmarketsandresources,facechallengessquarely,turnrisksintoopportunities,andremainfirminourcommitmenttopursuingdevelopment.

Second,weneedtoachievetherightbalanceintherelationshipbetweenmaintainingstablegrowthandguardingagainstrisks,toensuresustained,healthyeconomicdevelopment.Themanyrisksandpotentialproblemsthathavebuiltupovertheyearsdemandstrongermitigatingaction,butindoingsoweneedtoobserveobjectivelawsandtaketherightapproach.Ourapproachmustbefirm,controllable,andsystematic,anditshouldbeappliedwiththerightdegreeofintensity.Weneedtodefuserisksstepbystepinthecourseofpursuingdevelopmentanddecisivelyforestallanysystemicorregionalrisks.

Againstthebackdropofmountingdownwardpressureontheeconomy,thepoliciesandmeasuresweadoptshouldensurestableexpectations,stablegrowth,andstructuraladjustments.Inworkingtoforestallandcontrolrisks,weneedtogetthepaceandintensityright.Weshouldseethattheeffectsoftighteningarenotamplified,andwemustneveralloweconomicindicatorstoslideoutoftheappropriaterange.

Atthesametime,wemustnotattendonlytoimmediateconcernsoradoptshort-termstrongstimuluspoliciesthatwillendupundermininglong-termdevelopmentandgeneratingnewrisks.

Ultimately,marketvitalityandsocialcreativitystemfromtheinitiativeofhundredsofmillionsofpeoplebeingputintoaction.Wemuststaytruetothevisionofpeople-centereddevelopmentanddoeverythingwithinourcapacitytomeetpeople’sbasicneeds,resolvekeyproblemsaffectinglivingstandards,promotesocialfairnessandjustice,andhelpourpeopleachievebetterlives.

TheChineseareanindustriousandtalentedpeopleandpossessboundlesspotentialforinnovationandcreativity.AllweneedtodoisunleashthatpotentialandthespaceforChina’sdevelopmentgoingforwardwilldoubtlessbevast.

III.Tasksfor2019

Thisyear,inpursuingeconomicandsocialdevelopment,wewillfaceweightytasks,manychallenges,andhighdemands.Wemusthaveclearprioritiesandaddresscrucialissuestodeliverasolidperformanceacrosstheboard.

1.Wewillcontinuetodevelopnewandimprovedapproachestomacroregulationandkeepthemaineconomicindicatorswithinanappropriaterange.

Wewillkeepusingmarket-orientedreformthinkingandapproachestoresolveproblemsindevelopment;makegooduseofcountercyclicalmacropolicyregulation;addtoanduseflexiblyfinancial,monetary,andemploymentpolicyinstruments;makeregulationmoreforward-looking,targeted,andeffective;andcreatetheconditionsforensuringastableeconomicperformance.

Wewillimplementlarger-scaletaxcuts.

Wewillintroducebothgeneral-benefitandstructuraltaxcuts,focusingprimarilyonreducingtaxburdensinmanufacturingandonsmallandmicrobusinesses.

Wewillsignificantlyreduceenterprisecontributionstosocialinsuranceschemes.

Wewilllowerthesharebornebyemployersforurbanworkers’basicaged-careinsurance,andlocalitiesmaycutcontributionsdownto16percent.Thesocialinsurancepremiumcollectionmethodscurrentlyinoperationwillbekeptunchanged.Nolocalityshouldtakeanymeasurethatincreasestheburdenonsmallandmicroenterpriseswhenreformingtheircollectionsystems,orrequire,ontheirown,thatlongstandingarrearsbepaidoffinalumpsum.Thecurrentpolicyofreducingpremiumsforunemploymentinsuranceandworkinjurycompensationinsurancewillcontinue.Thisyear,premiumpayments,particularlyforsmallandmicrobusinesses,mustbesubstantivelyreduced.

Wewillspeedupreformsintheprovincial-levelmanagementofaged-careinsurancefunds,continuetoincreasetheproportionofenterpriseworkers’basicpensionfundsundercentralgovernmentallocation,andreplenishsocialsecurityfundsthroughtheinjectionofstatecapital.Wemustreduceburdensonenterprises,butalsoensurethatemployees’socialsecuritybenefitsarenotaffectedandaged-carepensionsincreaseasappropriateandarepaidontimeandinfull,sothatsocialsecurityfundsaresustainableandbothenterprisesandemployeesbenefit.

Wewillensuretaxandfeecutsarefullyimplemented.

Taxcutsandfeereductionsgetrighttothespotintacklingthepainsanddifficultiescurrentlytroublingmarketentities;asapolicyoption,theyarebothfairandefficient.Thisyear,wewillreducethetaxburdensonandsocialinsurancecontributionsofenterprisesbynearly2trillionyuan.Thiswillcreatebigpressureongovernmentbudgetsatalllevels.Tosupportthislighteningoftheburdenonenterprises,governmentsatalllevelsmusttightentheirbeltsandfindworkablemeansofraisingfunds.

Thecentralgovernmentneedstoincreaserevenueandreduceexpenditures.Profitsturnedinbydesignatedstate-ownedfinancialinstitutionsandenterprisesdirectlyunderthecentralgovernmentshouldbeincreased;generalexpendituresshouldbecutbyover5percent,spendingonofficialoverseasvisits,officialvehicles,andofficialhospitalityshouldbecutbyanother3percent,andallfundsthathavelongstayedunusedwillbetakenback.

Localgovernmentsalsoneedtodigdeep,takebigstepstoimprovethemixofspending,andputvariousfundsandassetstogoodusethroughmultipleavenues.

Wewillletmarketentities,especiallysmallandmicrobusinesses,feeltheweightoftheirburdenbeingmeaningfullylightened,honoringourpromisetoenterprisesandsociety,andseeingthatnomatterthenumberofdifficulties,thisimportantjobgetsdoneandgetsdonewell.

Wewillworkhardtoalleviatethedifficultiesfacedbyenterprisesinaccessingaffordablefinancing.

Wewillreformandrefinemonetaryandcreditsupplymechanisms,andemployasneededacombinationofquantitativeandpricingapproaches,likerequiredreserveratiosandinterestrates,toguidefinancialinstitutionsinincreasingcreditsupplyandbringingdownthecostofborrowing,ensuretargetedandefficientsupportfortherealeconomy,andavoidfundscirculatingwithinthefinancialsectorwithoutenteringtherealeconomyorbeingdivertedoutoftherealeconomy.

Moretargetedcutswillbemadetorequiredreserveratiosformediumandsmallbanks;theadditionalfundsthusreleasedwillbelenttoprivateenterprisesandsmallandmicrobusinesses.

Wewillsupportlargecommercialbanksinreplenishingcapitalthroughmultiplechannels,strengthentheircapacitytosupplycredit,andencouragethemtoincreasemedium-andlong-termloansandcreditloanstothemanufacturingsector.Thisyear,loanstobegrantedtosmallandmicrobusinessesbylargestate-ownedcommercialbankswillincreasebyover30percent.

Feeschargedforbankingandintermediaryserviceswillbeoverhauled.Wewillimprovetheinternalassessmentmechanismsoffinancialinstitutions,encouragemoreinclusivefinancialservices,achieveamarkedimprovementinprovidingfinancingformedium,small,andmicroenterprises,andseethattherearedefinitereductionsinoverallfinancingcosts.

Wewillmakeeffectiveuseoflocalgovernmentbonds.

Thisyear,2.15trillionyuanofspeciallocalgovernmentbondswillbeissued,an800billionyuanincreaseonlastyear.Thisisdesignedtobothprovidefundingforkeyprojectsandcreateconditionsforbetterforestallinganddefusinglocalgovernments’debtrisks.

Thescopeofuseforspeciallocalgovernmentbondswillbemoderatelyexpanded.Wewillcontinuetheissuanceofsomelocalgovernmentbondstoreplaceoutstandingdebtsinordertoreducetheinterestpaymentburdensoflocalgovernments.Wewillencouragetheadoptionofmarketapproachestosolvetheissueofmaturingdebtsonfinancingplatformsandmakesurethatprojectsfinancedbysuchdebtsarenotstoppedhalfway.

Wewillusemultiplechannelstoachievestableandexpandingemployment.

Wewillworktoensureemploymentforkeygroupssuchascollegegraduates,demobilizedmilitarypersonnel,andruralmigrantworkers;andweshouldgivegreateremploymentsupportforurbanjobseekersfacingdifficultiesinsecuringemployment.Enterpriseshiringstafffromruralpoorpeopleorurbanresidentsregisteredasunemployedforatleastsixmonthswillbeentitledtoafixedamountoftaxandfeedeductionsforthreeyears.

Wewillstrengthensupportforflexibleemploymentandnewformsofemployment.

Wewillresolutelyprotectagainstandstopgenderandidentitydiscriminationinemployment.

Wewillimplementavocationalskillstraininginitiative,andallocate100billionyuanfromthesurplusinunemploymentinsurancefundstoprovidetrainingforover15millionpeopleupgradingtheirskillsorswitchingjobsorindustries.Wewillputinplacebettermechanismsandpoliciesforthecareerdevelopmentofskilledworkers.

Steppingupthedevelopmentofmodernvocationaleducationisastrategicmovethatwillnotonlyeasecurrentemploymentpressure,butalsohelptoaddresstheshortageofhighly-skilledpersonnel.Wewillreformandimprovethewaysthatvocationalcollegesconductexaminationsandenrollment,encouragemorehighschoolgraduates,demobilizedmilitarypersonnel,laid-offworkers,andruralmigrantworkerstoapply,andthisyearachievealarge-scaleexpansionofonemillioninstudentenrollments.

Wewillexpandthecoverageofscholarshipsandgrantsforvocationalcollegestudentsandraisetheleveloffinancialassistance,andspeedupworktoalignvocationaltechnicalgradecertificateswithacademiccredentials.Wewillreformtheoperatingmechanismsofvocationalcolleges,strengthenworkonbuildingtheteachingworkforce,andraisethequalityofvocationaleducation.Wewillencourageanumberofregularundergraduateinstitutionstotransformthemselvesintoappliedcolleges.

Thecentralgovernmentwillgreatlyincreasefiscalsupportforvocationalcolleges,andlocalgovernmentsshouldalsostrengthentheirsupport.Astatescholarshipforsecondaryvocationaleducationwillbeestablished.Wewillsupportenterprisesandprivateactorsinprovidingvocationaleducation,andspeedupworktobuildinstructioncentersthatintegratetechnicaltrainingandacademiceducation.Throughmajorreformsandthedevelopmentofmodernvocationaleducation,wewillmovefastertotrainthedifferenttypesoftechniciansandskilledworkersurgentlyneededinChina’sdevelopment,enablingmoreyoungpeopletogainprofessionalskillsandrealizetheirpotentialandproducingavastrangeoftalentreadytoshinebright.

2.Wewillworktoenergizemarketentitiesandimprovethebusinessenvironment.

Wewillcutgovernmentapprovalsandimproveservicestocreateafavorableenvironmentforinvestmentandbusinessstartups.

Marketallocationisthemostefficientformofresourceallocation.Wewillfurthershortenthenegativelistonmarketentryandpromoteacross-the-boardimplementationofthepolicyof“entryunlessonthelist.”Thegovernmentmustactwithresolvetohandmattersitshouldn’tmanageovertothemarket,andmakemaximumreductionstoitsdirectallocationofresources.Everyrequirementforgovernmentapprovalthatshouldbecanceledwillbecanceled.Whenapprovalisrequired,theproceduresandstepsinvolvedwillbesimplified.Thiswillleavecompaniestospendmoretimedoingbusinessandlesstimechasingapprovals.

Thisyear,alloperatingpermitsrequiredofbusinesseswillbeseparatedfromthebusinesslicensetomakeitquickerandeasierforcompaniestogetalicenseandstartoperatingassoonaspossible;andwewillputanendtothephenomenonof“lettingfirmsinbutnotlettingthemdobusiness.”Reformofthesystemforconstructionprojectapprovalwillbeintroducednationwide,andthetimeofapprovalneededateverystageofaprojectwillbesignificantlyshortened.Wewillcontinuetocutthetimeittakestohaveapatentapprovedandatrademarkregistered.

Wewillencourageonlineapprovalsandservices,andworkfastertobuildanationalonlineplatformforgovernmentservices,enablingaccessviaonewebsiteandremoteprocessing,sothatmorematterscanbehandledwithouttheneedtobephysicallypresent.Formattersthatdorequirepresenceinperson,theyshouldbeprocessedatasinglewindow,withinaspecifiedtime,andwithouttheneedforasecondvisit.WewillcontinuetopursuetheCutCertificationtoCreateConveniencereforminitiative,andseethatbusinessesandthepublicarenotsaddledwithrunningfrompillartopostforcertificates.

Wewillestablishagovernmentserviceevaluationsystem,andletbusinessesandthepublicjudgeifourserviceisuptoscratch.Deliveringgoodservicesiswhatagovernmentismeanttodo;failuretodosomeansfailinginitsduties.

Wewillconductimpartialregulationtopromotefaircompetition.

Faircompetitionisattheheartofamarketeconomy,andimpartialregulationisasafeguardforfaircompetition.Wewillreformandimprovethefaircompetitionreviewandimpartialregulationsystems,andmovefastertodoawaywithallregulationsandpracticesthatimpedethefunctioningofaunifiedmarketandfaircompetition.

Simpleregulationsareeasytofollow.Thesimplerandmoretransparenttherulesare,themorerobustandeffectiveregulationis.Atthenationallevel,thefocusisondevelopingunifiedregulatoryrulesandstandards,whilelocalgovernmentsshouldconcentratemostoftheirenergyonconductingimpartialregulation.

Wewillcontinueinterdepartmentaloversightconductedthroughtherandomselectionofbothinspectorsandinspectiontargetsandthepromptreleaseofresults.Wewillpromotecreditrating-basedregulationandtheInternetPlusRegulationreforminitiative,developbetterwaysofenforcinglawsonenvironmentalprotection,fireprevention,taxcollection,andmarketoversight,andseethatlawbreakersarepunishedinaccordancewithlawandthelaw-abidingareletbe.

Wewillexplorenewformsofprojectfinancing,lowerasappropriatecapitalcontributionrequirementsforinfrastructureprojects,makegooduseofdevelopmentalfinancialinstruments,andattractmoreprivatecapitalintoprojectsinkeyareas.Wewillseethatpoliciestoencourageprivateinvestmentareimplemented,andtakesystematicstepstostrengthencooperationbetweenthegovernmentandprivatecapital.Wewillundertakereformstoimprovethepublicbiddingsystem.

Thegovernmentmustsetanexampleinactingingoodfaithandhonoringcontracts;newofficialsmustnotbeallowedtogetawaywithignoringobligationsundertakenbypredecessors.Over50percentofoverduepaymentstoenterprisesmustbemadebytheendoftheyear,andnewarrearsareimpermissible.

5.Wewillmakesolidprogressinpovertyalleviationandruralrevitalizationandmoveclosertocompletingthetasksofbuildingamoderatelyprosperoussocietyinallrespects.

Wemustensure,throughourownefforts,thegrainsupplyforalmost1.4billionChinesepeople.Tothisend,wewillkeepgrainoutputstableandoptimizethemixofcropvarieties.Wewillstrengthenfarmlandirrigationandwaterconservancy,andincreasetheareaofhigh-standardcroplandbynolessthan5.33millionhectares.Wewillensurethattheproductionofhogsandothertypesoflivestock,andpoultry,remainsstable,andstrengthenthepreventionandcontrolofepidemicsanddiseaseslikeAfricanswinefever.

Tosignificantlyimprovelivingandworkingconditions,wewilldesignsounddevelopmentplansandputthemintoeffect.Implementationwillbeacceleratedofprogramstoconsolidateandbuildonprogressalreadymadeinprovidingsafedrinkingwaterinruralareas.Remainingproblemsinaccesstosafedrinkingwaterwillberesolvedwithintwoyearssothatanadditional60millionruralresidentshaveaccesstosafedrinkingwater.Thenewroundofruralpowergridupgradingwillbecompleted.Roughly200,000kilometersofruralroadswillbebuiltorimproved.Wewillcontinuetorenovatedilapidatedruralhouses.Wewillworktoimproverurallivingenvironmentsinlightoflocalconditions,makeprogressintheToiletRevolution,andimprovegarbageandsewagetreatmenttobuildabeautifulcountryside.

Wewilldeepencomprehensiveruralreforms.

Wewillexpandtheuseofpracticesprovensuccessfulthroughtrialsofrurallandrequisitions,marketingruralcollectivelandfordevelopmentpurposes,andreformingthesystemofruralresidentialland.

WewillelevatetheintegrateddevelopmentoftheYangtzeRiverDeltatothestatusofnationalstrategyanddesignandimplementanoveralldevelopmentplan.

InthedevelopmentoftheYangtzeEconomicBelt,wewillcontinuetopursuecoordinateddevelopmentalongtheupper,middle,andlowerreachesoftheriver,andstrengthenboththeprotectionandrestorationofecosystemsandthedevelopmentofacomprehensivetransportationsystem,tocreateabeltofqualityeconomicdevelopment.

Gainsmadeinthefighttokeepourskiesbluewillbeconsolidatedandexpanded.Thisyear,sulfurdioxideandnitrogenoxideemissionswillbecutby3percent,andtherewillbeacontinuousdeclineinPM2.5concentrationsinkeyareas.WewillcontinuetocurbairpollutioninandaroundtheBeijing-Tianjin-Hebeiregion,intheYangtzeRiverDelta,andintheFenhe-WeiheRiverPlainarea.Wewillmakestrongermovestotacklethreemajorsourcesofpollution:industrialproduction,coalusedasfuel,andmotorvehicles.WewillmakeagoodjobofpromotingcleanheatinginnorthernChinaandensurepeople’shomesarewarmforthewinter.

Waterandsoilpollutionpreventionandcontrolwillbestrengthened,andthisyearwewillachievea2-percentdropinbothchemicaloxygendemandandammonianitrogenemissions.Effortstocleanupblack,malodorouswaterbodieswillbeaccelerated;workwilltakeplacetopreventandcontrolagriculturalpollutionfromnon-pointsources;andcomprehensivemeasureswillbetakentoimprovetheenvironmentinkeyriverbasinsandoffshoreareas.Wewillstepupsortinginsolidwasteandurbangarbagedisposal,andworktowardthereduction,recycling,andsafedisposalofsuchwaste.Wewillintensifyeffortstoachievemajorscientificandtechnologicalbreakthroughsinpollutionpreventionandcontrol.
